Full Journal pdf2019-01-22 Senate Journal Page 0067 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FIRST LEGISLATURE FIRST SESSION Juneau, Alaska Tuesday January 22, 2019 Eighth Day Pursuant to adjournment the Senate was called to order by President Giessel at 6:33 p.m. The roll showed eighteen members present. Senator Hoffman was excused from a call of the Senate. Senator Hughes was absent. The prayer was offered by the Chaplain, Senator von Imhof. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. A compilation of prayers by Martin Luther King Jr.: We thank thee for all of thy good and gracious gifts for life and for health, for the beauties of nature and human nature. We come before thee painfully aware of our inadequacies and shortcomings. In these turbulent days when fear and doubt are mounting high give us broad visions… and the power of endurance. Senator Bishop led the Senate in the Pledge of Allegiance. 2019-01-22 Senate Journal Page 0068 Certification Senator Costello moved and asked unanimous consent the journals for the fourth through seventh legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the House Message dated January 22 was read stating: The House accepts the Governor’s invitation to meet in joint session at 7:00 p.m. on Tuesday, January 22, 2019, in the House chambers to hear the State of the State address. Standing Committee Reports Reports dated January 22 were read stating: In accordance with AS 39.05.080, the Finance Committee reviewed the following and recommends the appointments be forwarded to a joint session for consideration: Commissioner, Department of Administration John Quick Commissioner, Department of Revenue Bruce Tangeman This does not reflect an intent by any of the members to vote for or against the confirmation of the individuals during any further sessions. Introduction and Reference of Senate Bills SB 27 SENATE BILL NO. 27 BY SENATOR HUGHES, entitled: "An Act relating to health care insurers; relating to availability of payment information; relating to an incentive program for electing to receive health care services for less than the average price paid; relating to filing and reporting requirements; relating to municipal regulation of disclosure of health care services and price information; and providing for an effective date." was read the first time and referred to the Labor and Commerce and Finance Committees. SB 28 SENATE BILL NO. 28 BY SENATOR KAWASAKI, entitled: "An Act renaming the state bird as the Common Raven." was read the first time and referred to the State Affairs and Resources Committees. 2019-01-22 Senate Journal Page 0070 Recess Senator Costello moved and asked unanimous consent the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 6:38 p.m. After Recess Joint Session in the House The presence of Senator Hughes was noted. Speaker pro tempore Foster called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Giessel, who called the Joint Session to order at 6:53 p.m. The purpose of the Joint Session was to hear Governor Michael J. Dunleavy's State of the State Address. Senator Costello moved and asked unanimous consent the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Tuck moved and asked unanimous consent the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Giessel appointed Representative Hannan and Senator Wilson to escort Governor Dunleavy to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced the Honorable Michael J. Dunleavy's entrance to the House Chamber. Governor Dunleavy was welcomed by President Giessel. The Honorable Michael J. Dunleavy delivered his address. This address appears in Senate and House Joint Journal Supplement No. 1. Governor Dunleavy received a standing ovation. 2019-01-22 Senate Journal Page 0071 Senator Costello moved and asked unanimous consent the Joint Session stand in adjournment. Without objection, President Giessel adjourned the Joint Session at 7:26 p.m. After Recess In the Senate The Senate reconvened at 7:30 p.m. Announcements Announcements are at the end of the journal.
