Pursuant to adjournment the Senate was called to order by President                                                             
Giessel at 11:01 a.m. The Senate was convened for the purpose of a                                                              
technical session.                                                                                                              
                                                                                                                                
Senators Hughes, Kiehl, Giessel were present for the technical session.                                                         
Senators Begich, Hoffman, Kawasaki, Micciche were excused from a

Message dated July 30 was read stating the Governor read the                                                                    
following resolution and transmitted the engrossed and enrolled copies                                                          
to the Lieutenant Governor’s Office for permanent filing:                                                                       
                                                                                                                                
          SENATE CONCURRENT RESOLUTION NO. 5                                                                                    
          Suspending Rules 24(c), 35, 41(b), and 42(e),                                                                         
          Uniform Rules of the Alaska State Legislature,                                                                        
          concerning House Bill No. 14, relating to assault in                                                                  
          the first degree; relating to harassment; relating to sex                                                             
          offenses; relating to the definition of "dangerous                                                                    
          instrument"; providing for an aggravating factor at                                                                   
          sentencing for strangulation that results in                                                                          
          unconsciousness; relating to the duties of the                                                                        
          prosecuting attorney; and relating to victim
