Representative Carpenter had been excused from a call of the House today. Representative Thompson moved and asked unanimous consent that Representative Neuman be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Hannan. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Whether one is rich or poor, educated or illiterate, religious or nonbelieving, man or woman, black, white, or brown, we are all the same. Physically, emotionally, and mentally, we are all equal. We all share basic needs for food, shelter, safety, and love. We all aspire to happiness and we all shun suffering. Each of us has hopes, worries, fears, and dreams. Each of us wants the best for our family and loved ones. We all experience pain when we suffer loss and joy when we achieve what we seek. CERTIFICATION OF THE JOURNAL Representative Thompson moved and asked unanimous consent that the journal for the 19th, 20th, and 21st legislative days of the second special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. RESCIND SB 2002 Representative Thompson moved and asked unanimous consent that the House rescind previous action in passing the following on reconsideration (page 1297): CS FOR SENATE BILL NO. 2002(FIN)(brf sup maj fld H) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Representative Thompson moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. CSSB 2002(FIN) was returned to the Senate. The Speaker stated that, without objection, the House would recess to a call of the Chair; and so, the House recessed at 11:53 a.m. AFTER RECESS The Speaker called the House back to order at 4:42 p.m. Representative Thompson moved and asked unanimous consent that all absent members be excused from a call of the House. There being no objection, Representative Revak was excused and his presence was noted later. MESSAGES FROM THE SENATE HB 2001 A message dated July 29 and received at 4:25 p.m. was read stating the Senate passed CSHB 2001(FIN) am with the following amendment, and it is transmitted for consideration: 2019-07-29 House Journal Page 1339 SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) am S "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." The message further stated that under Uniform Rule 43(b) engrossment had been waived and certified amendments were attached (Senate Journal pages 1417-1419). CONCUR IN SENATE AMENDMENTS HB 2001 Representative Thompson moved and asked unanimous consent to waive Rule 41(c) of the Uniform Rules. There being no objection, it was so ordered.
