Representatives Carpenter, Jackson, Merrick, Neuman, Rauscher, and Talerico had been excused from a call of the House today. Representative Thompson moved and asked unanimous consent that Representatives Claman, Kreiss-Tomkins, Rasmussen, and Tuck be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Tarr. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: O God, enlighten our minds with truth; inflame our hearts with love; inspire our will with courage; enrich our lives with service. Help us turn our spirit towards you so that we can find the strength to overcome our problems. Forgive our doubts and fears and fill us with love for others and strength of purpose. CERTIFICATION OF THE JOURNAL Representative Thompson moved and asked unanimous consent that the journal for the 17th legislative day of the second special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. REPORTS OF STANDING COMMITTEES HB 2003 The Finance Committee considered: HOUSE BILL NO. 2003 "An Act making special appropriations for the payment of permanent fund dividends; and providing for an effective date." and recommends it be replaced with: CS FOR HOUSE BILL NO. 2003(FIN) (same title) The report was signed by Representatives Johnston and Foster, Co- chairs, with the following individual recommendations: Do pass (7): Ortiz, LeBon, Knopp, Josephson, Wool, Johnston, Foster Do not pass (1): Sullivan-Leonard Amend (1): Tilton HB 2003 is on today's calendar. There being no further objection, it was so ordered. Amendment No. 1 was offered by Representative Eastman: Page 1, lines 4 - 10: Delete all material and insert: "* Section 1. ALASKA PERMANENT FUND. The amount authorized under AS 37.13.145(b) for transfer by the Alaska Permanent Fund Corporation on June 30, 2019, estimated to be $1,944,000,000, is appropriated from the earnings reserve account (AS 37.13.145) to the dividend fund (AS 43.23.045(a)) for the payment of permanent fund dividends and for administrative and associated costs for the fiscal year ending June 30, 2020." Representative Eastman moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Wool objected. The question being: "Shall Amendment No. 1 be adopted?" Representative Thompson moved and asked unanimous consent that CSHB 2003(FIN) be considered engrossed, advanced to third reading, and placed on final passage. There was objection.
