Representatives Carpenter, Neuman, Rauscher, and Talerico had been excused from a call of the House today. The invocation was offered by the Chaplain, Representative Sullivan- Leonard. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Lord, make me an instrument of your peace: where there is hatred, let me sow love, where there is injury, pardon where there is doubt, faith, where there is despair, hope, where there is darkness, light, where there is sadness, joy. MESSAGES FROM THE GOVERNOR HB 14 A message dated July 19 was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 14(FIN) "An Act relating to assault in the first degree; relating to harassment; relating to sex offenses; relating to the definition of 'dangerous instrument'; relating to sentencing; providing for an aggravating factor at sentencing for strangulation that results in unconsciousness; relating to the duties of the prosecuting attorney; and relating to victim notifications." Chapter No. 13, SLA 2019 Effective Date: October 17, 2019 RECONSIDERATION SB 2002 Representative Thompson brought up reconsideration of the vote on CSSB 2002(FIN) (page 1291). The following was before the House in third reading: CS FOR SENATE BILL NO. 2002(FIN) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." The question to be reconsidered: "Shall CSSB 2002(FIN) pass the House?" Representative Thompson moved that appropriations from the constitutional budget reserve fund (Article IX, Section 17(c), Constitution of the State of Alaska) be adopted. The question being: "Shall the House adopt the appropriations from the constitutional budget reserve fund?" Representative Thompson moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. CSSB 2002(FIN)(brf sup maj fld H) was signed by the Speaker and Chief Clerk. The Speaker stated that, without objection, the House would recess to a call of the Chair; and so, the House recessed at 11:23 a.m. AFTER RECESS The Speaker called the House back to order at 4:33 p.m. ADJOURNMENT Representative Thompson moved and asked unanimous consent that the House adjourn until 10:30 a.m., July 23. Representative Wilson objected and withdrew the objection. Representative Thompson moved and asked unanimous consent to withdraw the motion. There being no objection, it was so ordered. The Speaker stated that the House would revert to: REPORTS OF STANDING COMMITTEES HB 2001 The Finance Committee considered: HOUSE BILL NO. 2001 "An Act making a special appropriation from the earnings reserve account for the payment of permanent fund dividends; and providing for an effective date." and recommends it be replaced with: CS FOR HOUSE BILL NO. 2001(FIN) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; 2019-07-22 House Journal Page 1300 capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date."
