Representative Rauscher had been excused from a call of the House today. Representative Rasmussen was absent and later excused. Representative Thompson moved and asked unanimous consent that Representatives Carpenter, Fields, Jackson, Lincoln, Neuman, Revak, and Story be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Tuck. Representative Drummond moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Dear Father God, You are the God of all creations, and we thank you that you have created us for your glory. May we continue your good work using our unique talents and abilities in the spirit of unity, as in one body, to help create your kingdom right here on earth, right here in Alaska, as it is in heaven. CERTIFICATION OF THE JOURNAL Representative Thompson moved and asked unanimous consent that the journal for the fourth through eleventh legislative days of the second special session be approved as certified by the Chief Clerk. Representative Vance objected. The question being: "Shall the House approve certification of the journal?" MESSAGES FROM THE GOVERNOR The following Governor's first supplemental proclamation dated July 17 was read: "Under the authority of Article II, Section 9, and Article III, Section 17, Constitution of the State of Alaska and in the public interest, I am amending my June 13, 2019 proclamation calling the Thirty-First Legislature of the State of Alaska into its second special session at 1:00 p.m., on July 8, 2019 as follows: The Legislature shall continue the second special session that began on July 8, 2019, at 1:00 p.m., under my June 13, 2019 proclamation. From July 17, 2019 forward through the remainder of the constitutional period, the second special session shall continue in the Legislative Chambers in Juneau, Alaska. The Legislature shall consider, in addition to the subject identified in my June 13, 2019 proclamation, an act authorizing capital appropriations, operating appropriations for certain state programs, repealing appropriations, and making appropriations to capitalize funds. Dunleavy Governor" 2019-07-19 House Journal Page 1264 INTRODUCTION, FIRST READING, AND REFERENCE OF HOUSE BILLS HB 2002 HOUSE BILL NO. 2002 by the House Rules Committee by request of the Governor, entitled: "An Act making appropriations, including capital appropriations, supplemental appropriations, and other appropriations; repealing appropriations; making appropriations to capitalize funds; and providing for an effective date." was read the first time and referred to the Finance Committee. The Governor's transmittal letter dated July 18 follows: "Dear Speaker Edgmon: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting an appropriation bill that authorizes capital appropriations, operating appropriations for certain state programs, repeals appropriations and makes appropriations to capitalize funds for consideration by the Thirty-First Alaska State Legislature in the Second Special Session. I recognize the importance of many items that were left unfunded or improperly funded during the Regular and First Special Session. This budget includes funding for the comprehensive criminal justice reform package, state match to leverage over $915 million in federal transportation funds, and various projects and programs that will provide services to Alaskans. Many Alaskans rely on the funds outlined in this budget to provide for their families, put a roof over their head, and keep them safe. I appreciate the Legislature's focus and attention on this legislation. My Administration stands ready to provide additional information to help you during your swift, deliberative process.
