Full Journal pdf2019-07-12 House Journal Page 1245 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FIRST LEGISLATURE SECOND SPECIAL SESSION Juneau, Alaska Friday July 12, 2019 Fifth Day Pursuant to adjournment the House was called to order by Speaker Edgmon at 10:36 a.m. The following members were present for the technical session: Representatives Edgmon, Drummond, Foster, Hannan, Johnston, Kopp, Stutes, Tarr, and Thompson. REPORTS OF SPECIAL COMMITTEES A report of the Committee on Committees dated July 12 was read submitting amendments to the February 19 report (page 120). Additional reports are on pages 98 and 831. The amendments follow: Finance Committee: Wool replaced Wilson; Johnston changed to Co- chair Committee on Committees: Removed Wilson Legislative Council: Johnston replaced Wilson The report was signed by Representative Edgmon, Chair; and Representatives Kopp, Foster, Thompson, Johnston, and Stutes. UNFINISHED BUSINESS HB 39 Lacking the required 45 votes, the Governor's line item vetoes were sustained to the following bill, and the engrossed and enrolled copies were returned to the Office of the Governor for permanent filing: 2019-07-12 House Journal Page 1246 CONFERENCE CS FOR SS FOR HOUSE BILL NO. 39 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making supplemental appropriations and reappropriations; and providing for an effective date." HB 40 Lacking the required 45 votes, the Governor's line item vetoes were sustained to the following bill, and the engrossed and enrolled copies were returned to the Office of the Governor for permanent filing: CONFERENCE CS FOR SS FOR HOUSE BILL NO. 40 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." ENROLLMENT HB 14 The following was enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 1:44 p.m., July 11: SENATE CS FOR CS FOR HOUSE BILL NO. 14(FIN) "An Act relating to assault in the first degree; relating to harassment; relating to sex offenses; relating to the definition of 'dangerous instrument'; relating to sentencing; providing for an aggravating factor at sentencing for strangulation that results in unconsciousness; relating to the duties of the prosecuting attorney; and relating to victim notifications." ANNOUNCEMENTS Rule 23(d) of the Uniform Rules is in effect.
