Representatives Hannan and Neuman had been excused from a call of the House today. Representative Carpenter was absent and his presence was noted later. Representative Thompson moved and asked unanimous consent that Representative Claman be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Tilton. Representative Shaw moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Heavenly Father, we come before you today as grateful citizens of a state we are proud to call home, but also as humble people of faith. We come to you today seeking vision, wisdom, and discernment that only you can bestow, a reclaiming of the honor and nobility of public service and a sensitivity to those in need. 2019-05-28 House Journal Page 1128 We pray to be more like you, Lord, gracious and merciful, slow to anger, and abounding in steadfast love. You never summon us, Lord, to a duty without supplying us the grace to do it. You don't call upon the qualified, you qualify the called. That blessed assurance consoles us. We look to you, Lord, as we honor those who have paid the ultimate price for our country, so that we may be free. We thank you, Lord, that such men exist and ask that you bless them and pour your love on their families. We pray peace on those who have lost a loved one; strength and healing on those battling cancer, addiction, and other diseases; and celebration on momentous occasions such as birthdays, anniversaries, and new life. God of power and might, wisdom and justice, through you, authority is rightly administered, laws are enacted, and judgement decreed. Assist, with your spirit of counsel and fortitude, the members of this body. May we always seek the ways of righteousness, justice, and mercy. God grant that we may be enabled by your powerful protection to lead our state with honesty and integrity. We pray these things with thanksgiving, and that all the praise, honor, and glory be to you. We ask these things in Jesus' name. Amen. The Pledge of Allegiance was led by Representative Talerico. UNFINISHED BUSINESS Representative Wilson moved and asked unanimous consent that the Thirty-First Alaska State Legislature delegate to the Legislative Council the full authority to initiate, intervene, appeal, and take all action necessary to direct litigation regarding the forward funding of education for the 2020 fiscal year and that the Legislative Council be authorized to make all decisions concerning the objectives, scope, and means of pursuing this litigation, including settlement, compromise, and appeal. 2019-05-28 House Journal Page 1129 Representative Pruitt objected. **The presence of Representative Carpenter was noted. The question being: "Shall the House delegate to the Legislative Council full authority for action to litigate regarding forward funding of education for FY2020. The Chief Clerk notified the Senate. # The Speaker stated that, without objection, the House would recess to the call of the Chair; and so, the House recessed at 10:56 a.m. AFTER RECESS The Speaker called the House back to order at 5:30 p.m. The House adjourned. CONSIDERATION OF THE DAILY CALENDAR SECOND READING OF HOUSE BILLS HB 1005 The following, which is on today's calendar pending referral, was not taken up and will be on the next legislative day's calendar: 2019-05-28 House Journal Page 1130 HOUSE BILL NO. 1005 "An Act making special appropriations for the payment of permanent fund dividends; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." SECOND READING OF SENATE BILLS SB 19 The following, which is on today's calendar pending referral, was not taken up and will be on the next legislative day's calendar: CS FOR SPONSOR SUBSTITUTE FOR SENATE BILL NO. 19(FIN) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; and providing for an effective date." ANNOUNCEMENTS With appointment of the Conference Committee on the operating budget, Rule 23(d) of the Uniform Rules is in effect as of May 6. ADJOURNMENT Representative Thompson moved and asked unanimous consent that the House adjourn (page 1129) until 10:00 a.m., May 30 for a technical session.
