The invocation was offered by the Chaplain, Stephanie Hall, Assistant Chief Clerk. Representative Tuck moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer: Dear Lord, open our hearts this day to all your love and blessings. Fill us with wonder, compassion, and grace and give us strength and wisdom to meet the challenges ahead of us. We thank you for all the blessings in our lives. In your name I pray. Amen. The Pledge of Allegiance was led by Representative Johnston. CERTIFICATION OF THE JOURNAL Representative Tuck moved and asked unanimous consent that the journal for the third through seventh legislative days be approved as certified by the Chief Clerk. There being no objection, it was so ordered. 2019-01-22 House Journal Page 0026 Representative Tuck moved and asked unanimous consent that Uniform Rules 1(b) and 4 be waived for the limited purpose of receiving and acting on the Governor's message and the Senate's message regarding the Governor's invitation to meet in the House Chambers to hear the State of the State address. There being no objection, it was so ordered. MESSAGES FROM THE GOVERNOR A message dated January 14 was read stating under the provision of art. III, sec 18 of the Alaska Constitution, the Governor requests the opportunity to address a joint session of the Thirty-first Alaska State Legislature on Tuesday, January 22 at 7:00 p.m. for the presentation of the State of the State Address. MESSAGES FROM THE SENATE A message dated January 16 was read stating the Senate accepted the invitation to meet in joint session in the House Chamber at 7:00 p.m., January 22 to hear the Governor's State of the State Address. The Chief Clerk was instructed to send messages to the Governor and the Senate accepting the invitation. SPEAKER Pursuant to Uniform Rule 1(b), Speaker pro tempore Foster stated that nominations for Speaker of the House were now in order. Representative Kopp nominated Representative Talerico as Speaker of the House. Representative Tuck nominated Representative Edgmon as Speaker of the House. There being no further nominations, nominations were closed. The question being: "Shall Representative Talerico be elected Speaker of the House?" The roll was taken with the following result: 2019-01-22 House Journal Page 0027 Representative Talerico Speaker of the House YEAS: 20 NAYS: 20 EXCUSED: 0 ABSENT: 0 Yeas: Carpenter, Eastman, Jackson, Johnson, Johnston, Kopp, LeBon, Merrick, Neuman, Pruitt, Rasmussen, Rauscher, Revak, Shaw, Sullivan-Leonard, Talerico, Thompson, Tilton, Vance, Wilson Nays: Claman, Drummond, Edgmon, Fields, Foster, Hannan, Hopkins, Josephson, Knopp, Kreiss-Tomkins, LeDoux, Lincoln, Ortiz, Spohnholz, Story, Stutes, Tarr, Tuck, Wool, Zulkosky And so, Representative Talerico was not elected Speaker. Representative Tuck moved and asked unanimous consent to withdraw the nomination of Representative Edgmon. Representative Eastman objected and withdrew the objection. There being no further objection, the motion was withdrawn. The Speaker pro tempore stated that, without objection, the House would recess until 6:50 p.m. for the Governor's State of the State Address; and so, the House recessed at 10:32 a.m. AFTER RECESS The Speaker pro tempore called the House back to order at 6:50 p.m. JOINT SESSION IN THE HOUSE In accordance with Uniform Rule 51, Speaker pro tempore Foster turned the gavel over to President Giessel who called the joint session to order at 6:53 p.m. The purpose of the joint session was to hear the State of the State Address by the Honorable Michael J. Dunleavy, Governor. Senator Costello moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. 2019-01-22 House Journal Page 0028 Representative Tuck moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Giessel appointed Representative Hannan and Senator Wilson to escort the Governor to the joint session. The Senate Sergeant-at-Arms announced the Governor's entrance into the House Chamber. Governor Dunleavy was escorted to the rostrum and welcomed by President Giessel. Governor Dunleavy delivered his address, and it is published in Senate and House Joint Journal Supplement No. 1. Governor Dunleavy received a standing ovation. Senator Costello moved and asked unanimous consent that the joint session adjourn. There being no objection, President Giessel adjourned the joint session at 7:26 p.m. The Speaker pro tempore ordered the House at ease to allow members of the Senate to leave the Chamber. IN THE HOUSE The Speaker pro tempore called the House back to order at 7:30 p.m. ANNOUNCEMENTS House committee schedules are published under separate cover. ADJOURNMENT Representative Kopp moved and asked unanimous consent that the House adjourn until 10:00 a.m., January 25.
