Senators Hoffman, Wielechowski were excused from a call of the Senate. Senator Stedman was absent. The seat from District E was vacant. Senator Micciche moved and asked unanimous consent Senator Stedman be excused from a call of the Senate today. Without objection, Senator Stedman was excused. The prayer was offered by the Chaplain, Pastor Dan Wiese, Church of the Nazarene. Senator Bishop moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Lord, it has been a privilege this week to stand before this group of men and women and before you to offer prayers for these people. Again, I pray today for your grace to abound in their lives that they may know You and may know the help, strength and wisdom you give. May they follow that wisdom as You lead them in all their dealings, in all their decisions and in all their relationships. May they honor you through the leadership responsibilities You have given them. Guide them this day. I also pray for their personal lives and the concerns they have on their hearts and minds this day. Help them and their families with those concerns and may they know your grace, power and strength in all things. Bless them this day! Certification Senator Micciche moved and asked unanimous consent that the journals for the thirtieth and thirty-first legislative days, Senate Journal Supplement No. 9 and House and Senate Joint Journal Supplement No. 15 be approved as certified by the Secretary. Messages from the Governor Letter dated February 14 was received stating: I was disappointed to receive your notification earlier today that the Senate republicans decided to reject Randall Kowalke. Out of all the candidates who applied seeking appointment to Senate District E, please know I remain convinced that I forwarded the best choice for your consideration. It is evident that the Senate republicans will continue to reject any person I appoint, no matter how qualified, unless that person's name is on the list provided to me by the republican party. Therefore, in the interest of providing timely representation in the State Senate for the residents of District E and pursuant to my authority under Article II, Section 4 of the Alaska Constitution, I have appointed Thomas E. Braund to fill the vacancy in the Alaska State Senate, District E. Subject to confirmation by the Senate republicans, Thomas E. Braund will hold this office for the remainder of the unexpired term for Senate District E. Braund has withdrawn his name from consideration for the vacancy in the Alaska State Senate, District E, effective immediately. The following fiscal information was published today: Fiscal Note No. 1, Department of Revenue Fiscal Note No. 2, zero, Office of the Governor Governor's transmittal letter dated February 15: Dear President Kelly: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to voter registration and Permanent Fund Dividend applications. This bill would make clarifying amendments to the voter registration and Permanent Fund Dividend application statutes amended in 2016 by ballot measure 15PFVR, which created a process for Alaskans to register to vote using their Permanent Fund Dividend application. The bill would clarify that the Director of the Division of Elections must treat eligible Permanent Fund Dividend applicants as a new or updated voter registrations, unless an applicant declines to provide the statutory required information for voter registration. The bill would also specify that the Director will process the registration information received and notify the applicant of his or her registration status. Finally, the bill would make harmonizing amendments to AS 43.23.016 governing record sharing procedures from the Commissioner of the Department of Revenue to the Director of the Division of Elections. If passed, this bill would save an estimated $200,000 annually in mailing costs and efficiencies such as fully automating the voter registration process and reducing paper transactions. 2018-02-16 Senate Journal Page 2031 I urge your prompt and favorable action on this measure.
