Full Journal pdf2018-02-14 Senate Journal Page 2007 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTIETH LEGISLATURE SECOND SESSION Juneau, Alaska Wednesday February 14, 2018 Thirtieth Day Pursuant to adjournment the Senate was called to order by President Kelly at 11:08 a.m. The roll showed eighteen members present. Senator Meyer was excused from a call of the Senate. The seat from District E was vacant. The prayer was offered by the Chaplain, Pastor Dan Wiese, Church of the Nazarene. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Great and Most Loving God, as we pause before this busy day, I want to thank you, on this Valentine's Day, for your unconditional and sacrificial love for each and every one of us in this room. Your Holy Word tells us that we love because You first loved us. I pray we may know that love and that divine love will sustain us, guide us and help us as we seek to do your work today, O Lord. The work you have called these elected officials to is Your work, O Lord. And you have instructed us in Your Holy Word to pray for those in authority. So, we pray for them this day. We pray that you would guide their lives, in their responsibilities as senators and in every part of their lives. We pray for courage to do right, for uprightness in their associations, integrity in all things and wisdom to resolve the challenges before them. And I pray that your love would flow through them to bless their families this day. I pray this in the Name of Jesus, Amen. Senator Egan led the Senate in the Pledge of Allegiance. Certification Senator Micciche moved and asked unanimous consent that the journals for the twenty-eighth and twenty-ninth legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the House HJR 19 Message dated February 12 was read stating the Speaker respectfully requests the following be returned: CS FOR HOUSE JOINT RESOLUTION NO. 19(AET) Commending the Arctic Waterways Safety Committee; supporting the adoption of prevention measures into international agreements to ensure clear, universal, and enforceable marine safety measures in the Arctic; urging the state's delegation in the United States Congress and the governor to promote the adoption of spill prevention measures into international agreements; and urging the President of the United States and the United States Department of State to initiate negotiations to enter into international agreements to ensure safe and environmentally responsible marine operations in the Arctic. President Kelly requested the Secretary return the resolution to the House. There being no objection, the resolution was returned. President Kelly requested the Secretary return the bill to the House. There being no objection, the bill was returned. The following report is on file in the Office of the Secretary of the Senate: Department of Administration Division of Motor Vehicles 2017 Report - Social Security Numbers/REAL ID Compliance February 2, 2018 in accordance with Chapter 8, SLA 2017 Letter dated February 14 from Senate President Pete Kelly was read stating: Dear Governor Walker: The thirteen Senate Republicans have met and discussed your nomination of Randall Kowalke to fill the vacant seat in Senate District E. We respectfully wish to inform you that Mr. Kowalke did not achieve the needed support to be seated. This decision was reached in accordance with the relevant statutes and a desire for more direct involvement from the Republicans in Senate District E. SB 108 The Labor and Commerce Committee considered SPONSOR SUBSTITUTE FOR SENATE BILL NO. 108 "An Act relating to the State Medical Board; relating to the licensing of physicians, osteopaths, and podiatrists; relating to the certification of medical assistants; relating to the practice of medicine; relating to the practice of podiatry; relating to the practice of osteopathy; relating to assault of a medical professional; and providing for an effective date." The question being: "Shall CS FOR SENATE BILL NO. 37(FIN) "An Act relating to the Board of Pharmacy; relating to the licensing of certain entities and inspection of certain facilities located outside the state; relating to drug supply chain security; creating a position of executive administrator for the Board of Pharmacy; and providing for an effective date" pass the Senate?" Without objection, it was so ordered and the bill was referred to the Secretary for engrossment. Second Reading of Senate Resolutions SR 8 SENATE RESOLUTION NO. 8 Proclaiming February 2018 as Black History Month, was read the second time and was before the Senate on final passage. Senators Costello, von Imhof, Bishop, Stedman, Hoffman, Stevens, MacKinnon, Micciche, Hughes, Egan, Wielechowski, Olson, Wilson, Kelly moved and asked unanimous consent to be shown as cosponsors on the resolution. Without objection, it was so ordered. The question being: "Shall SENATE RESOLUTION NO. 8 Proclaiming February 2018 as Black History Month, pass the Senate?" Unfinished Business Senators Hoffman, Wielechowski moved and asked unanimous consent to be excused from a call of the Senate on February 16. Without objection, it was so ordered. President Kelly referred SENATE BILL NO. 183 to the Finance Committee. Senator Giessel moved and asked unanimous consent to be excused from a call of the Senate from morning plane time, February 24 through afternoon plane time, February 25. Engrossment SB 37 CS FOR SENATE BILL NO. 37(FIN) "An Act relating to the Board of Pharmacy; relating to the licensing of certain entities and inspection of certain facilities located outside the state; relating to drug supply chain security; creating a position of executive administrator for the Board of Pharmacy; and providing for an effective date" was engrossed, signed by the President and Secretary and transmitted to the House for consideration. Adjournment Senator Micciche moved and asked unanimous consent the Senate stand in adjournment until 10:30 a.m., February 16, 2018.
