Senators Coghill, Costello, Dunleavy, Egan, Hughes, MacKinnon, Olson, Stedman, Wilson, Kelly were present for the technical session. Senators Gardner, Wielechowski were excused from a call of the Senate. Messages from the Governor Executive Proclamation Second Supplemental Proclamation Second Special Session Under the authority of Article II, Section 9, and Article III, Section 17, Constitution of the State of Alaska, and in the public interest, I am supplementing my proclamation of June 16, 2017, calling the Thirtieth Legislature of the State of Alaska into its second special session at Juneau, Alaska, on June 16, 2017, with the addition of the following bill: 1. SCS CSHB 111(FIN) - credits against the oil and gas production tax. 2017-06-23 Senate Journal Page 1494 This proclamation supplements my proclamation of June 16, 2017. Dated this 22nd day of June, 2017 at 11:17 p.m. /s/ Bill Walker Governor Messages from the House HB 57 Message dated June 22 was read stating the House waived Uniform Rules 42(a) and 42(b) concerning the conference committee report on HOUSE BILL NO. 57. The Speaker granted powers of free conference to the House conferees considering CS FOR HOUSE BILL NO. 57(FIN) am(brf sup maj fld)(efd fld) and SENATE CS FOR CS FOR HOUSE BILL NO. 57(FIN) am S on the following specific points: "1. appropriations to the public education fund; 2. supplemental appropriations previously contained in SB 23; 3. approval of bargaining agreements for certain University of Alaska employees; 4. appropriations from the community quota entity revolving loan fund; and 5. fiscal notes included as section 2 of HB 57" The House waived Uniform Rule 42(c) and adopted the following Conference Committee report with powers of free conference as listed above, thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 57 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; making supplemental appropriations and reappropriations; making appropriations under 2017-06-23 Senate Journal Page 1495 art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." HB 159 Message dated June 22 was read stating the House concurred in the Senate amendment to CS FOR HOUSE BILL NO. 159(FIN) am "An Act relating to the prescription of opioids; relating to voluntary nonopioid directives; relating to the controlled substance prescription database; relating to the practice of dentistry; relating to the practice of pharmacy; relating to the practice of medicine; relating to the practice of podiatry; relating to the practice of osteopathy; relating to the practice of nursing; relating to the practice of optometry; relating to the practice of veterinary medicine; relating to the duties of the Board of Pharmacy; relating to pharmacists; providing for an effective date by repealing the effective date of sec. 73, ch. 25, SLA 2016; and providing for an effective date" thus adopting: SENATE CS FOR CS FOR HOUSE BILL NO. 159(FIN) "An Act relating to the prescription of opioids; relating to voluntary nonopioid directives; relating to the controlled substance prescription database; relating to the practice of dentistry; relating to the practice of pharmacy; relating to the practice of medicine; relating to the practice of podiatry; relating to the practice of osteopathy; relating to the practice of nursing; relating to the practice of optometry; relating to the practice of veterinary medicine; relating to the duties of the Board of Pharmacy; relating to pharmacists; relating to the definition of 'practitioner'; providing for an effective date by repealing the effective date of sec. 73, ch. 25, SLA 2016; and providing for an effective date." (Title Change SCR 101) SCR 101 Message dated June 22 was read stating the House passed and returned: 2017-06-23 Senate Journal Page 1496 SENATE CONCURRENT RESOLUTION NO. 101 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 159, relating to the prescription of opioids; relating to voluntary nonopioid directives; relating to the controlled substance prescription database; relating to the practice of dentistry; relating to the practice of pharmacy; relating to the practice of medicine; relating to the practice of podiatry; relating to the practice of osteopathy; relating to the practice of nursing; relating to the practice of optometry; relating to the practice of veterinary medicine; relating to the duties of the Board of Pharmacy; and relating to pharmacists. The resolution was referred to the Secretary for enrollment. Announcements Rule 23(d) of the Alaska State Legislature Uniform Rules is currently in effect. Announcements are at the end of the journal. Adjournment Senator Costello, Acting Majority Leader, moved and asked unanimous consent that the Senate stand in adjournment until 11:00 a.m., June 27, 2017.
