The prayer was offered by the Chaplain, Senator Meyer. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Thank you, Heavenly Father, for the privilege of serving in the Alaska State Senate. We pray that you will give us the strength and wisdom to make the right decisions for the people of Alaska, who have placed their trust in us to represent them. Lord, let us not forget the children, the elderly, the poor and those with special needs who are not able to communicate their needs to us. We need your help and guidance, Lord, for we are simply twenty Senators who are trying to do our very best, for what is best, for the State of Alaska. Thank you for the freedoms that we enjoy in this country. Please be with those who protect our freedoms. Please be with the men and women serving our country inside and outside of our borders. Senator Micciche led the Senate in the Pledge of Allegiance. 2017-06-13 Senate Journal Page 1434 Certification Senator Micciche moved and asked unanimous consent that the journal for the twenty-sixth legislative day of the first special session, Senate Journal Supplement No. 5, and House and Senate Joint Journal Supplement No. 11 be approved as certified by the Secretary. Messages from the Governor SB 100 Message was read stating the Governor signed the following bill on June 12 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: HOUSE CS FOR SENATE BILL NO. 100(RLS) "An Act relating to municipal liens; relating to service areas in second class boroughs; relating to a municipal tax exemption or deferral for economic development property; relating to a municipal tax exemption for a fire protection system; and providing for an effective date." Without objection, the citations were adopted and referred to the Secretary for transmittal. Unfinished Business HB 59 Senator Micciche moved and asked unanimous consent to take up the Conference Committee Report for CONFERENCE CS FOR HOUSE BILL NO. 59 "An Act making appropriations for the operating and 2017-06-13 Senate Journal Page 1436 capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date" which had been read June 12 (page 1428). Without objection, the report was before the Senate. Senator Micciche moved the Senate waive Uniform Rule 42(a) and 42(b) and that the conference committee conferees be granted powers of free conference for the limited purpose of including amendment funding in for the recidivism reduction fund, and approval of the collective bargaining agreements for certain UAA employees provided for in CONFERENCE CS FOR HOUSE BILL NO. 59, 30-GH1856\N.
