Senators Egan, Gardner, Giessel, Hoffman, Hughes, MacKinnon, Micciche, Olson, Kelly were present for the technical session. Senator Stedman was excused from a call of the Senate. Messages from the House HB 16 Message dated May 17 was read stating the House concurred in the Senate amendments to HOUSE BILL NO. 16 "An Act relating to training regarding disabilities for police officers, probation officers, parole officers, correctional officers, and village public safety officers; relating to guidelines for drivers when encountering or being stopped by a peace officer; relating to driver's license examinations; and relating to a voluntary disability designation on a state identification card and a driver's license" thus adopting: SENATE CS FOR HOUSE BILL NO. 16(RLS) am S "An Act relating to training regarding disabilities for police officers, probation officers, parole officers, correctional officers, and village public safety officers; relating to rights and responsibilities for drivers when encountering or being stopped by a peace officer; relating to a voluntary disability 2017-05-24 Senate Journal Page 1368 designation on a state identification card and a driver's license; relating to the implementation of the federal REAL ID Act of 2005; relating to issuance of identification cards and drivers' licenses; relating to data sharing by the Department of Administration; and providing for an effective date." (Title Change SCR 8) SB 28 Message dated May 17 was read stating the House passed and returned: SENATE BILL NO. 28 "An Act relating to the general grant land entitlement for the Petersburg Borough; and providing for an effective date." The bill was referred to the Secretary for enrollment. SCR 8 Message dated May 17 was read stating the House passed and returned: SENATE CONCURRENT RESOLUTION NO. 8 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 16, relating to training regarding disabilities for police officers, probation officers, parole officers, correctional officers, and village public safety officers; relating to guidelines for drivers when encountering or being stopped by a peace officer; relating to driver's license examinations; and relating to a voluntary disability designation on a state identification card and a driver's license. Engrossment HB 115 On May 12, 2017, the Senate failed CS FOR HOUSE BILL NO. 115(FIN) am(efd fld) and the following was engrossed and returned to the House for permanent filing on May 23: CS FOR HOUSE BILL NO. 115(FIN) am(efd fld)(fld S) "An Act bearing the short title of the 'Education Funding Act'; relating to the taxation of income of individuals, partners, shareholders in S corporations, trusts, and estates; relating to a payment against the individual income tax from the permanent fund dividend disbursement; and repealing tax credits applied against the tax on individuals under the Alaska Net Income Tax Act." Adjournment Senator Micciche moved and asked unanimous consent that the Senate stand in adjournment until 11:00 a.m., May 26, 2017.
