The prayer was offered by the Chaplain, The Reverend Gordon Blue, Holy Trinity Episcopal Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. May God be merciful to us and bless us. Show us the light of your countenance and come to us. Let your ways be known upon earth, your saving health among all nations. The earth has brought forth her increase; may God, our own God, give us blessing. (Psalm 67) Let us pray. Creator God, foundation of justice and mercy, I thank you for the light of understanding, and the gift of wisdom through the ages. Help the Senators of Alaska to do that work which they have been called to do, on the behalf of future generations and of this one: To provide from the increase of the earth. Certification Senator Micciche moved and asked unanimous consent that the journals for the one hundred twelfth and one hundred thirteenth legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Recede Messages HB 57 Senator Micciche moved and asked unanimous consent to take up the recede message on SENATE CS FOR CS FOR HOUSE BILL NO. 57(FIN) am S "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; making supplemental appropriations and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date" which had been held on the Secretary's desk (page 905). Without objection, it was so ordered. Senator Micciche moved that the Senate recede from its amendments and recommended the body vote no. Consideration of the Calendar Second Reading of Senate Bills SB 23 SENATE BILL NO. 23 "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; making appropriations to capitalize funds; and providing for an effective date" was read the second time. Senator MacKinnon, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 1145. Senator Gardner objected, then withdrew her objection. Unfinished Business HB 115 Senator Costello, Chair, moved and asked unanimous consent that the Labor and Commerce Committee referral be waived on CS FOR HOUSE BILL NO. 115(FIN) am(efd fld) "An Act bearing the short title of the 'Education Funding Act'; relating to the taxation of income of individuals, partners, shareholders in S corporations, trusts, and estates; relating to a payment against the individual income tax from the permanent fund dividend disbursement; and repealing tax credits applied against the tax on individuals under the Alaska Net Income Tax Act." Without objection, the bill was referred to the Finance Committee.
