The prayer was offered by the Chaplain, Pastor Julia Seymour, Lutheran Church of Hope, Anchorage. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Holy God, You are the source of knowledge and courage, of understanding and reconciliation. I give you thanks for the state of Alaska. I thank you for blessings of our natural resources in plants, animals, land, and people. I thank you for our rich history - the fullness of which is known only to you. I believe that in your Divine eternal wisdom, you have drawn these leaders here to this place. Within their minds and hearts, you have placed skill and discernment for the needs of the state today and for all the tomorrows to come. I pray that the words of their mouths and the meditations of their hearts would be acceptable in your sight. St. Paul wrote to the Galatians that the fruits of the Holy Spirit are love, joy, peace, patience, kindness, generosity, faithfulness, and self-control. (Gal. 5:22-23). I pray for 2017-04-26 Senate Journal Page 1064 these Senators, their staffers, and all who are gathered today that the presence of the Holy Spirit would be evident in this place through the clear, tangible presence of all these fruits. The work at hand today is complex and involves the lives of many people, every one of whom is known to you. Breathe, O Holy Breath, upon this place as you did at the beginning of all time. Bring order to chaos, as you did in the beginning. Reveal opportunities for new creation through compromise, friendship, and understanding. Again I thank you for these public servants. Hold them tenderly, mercifully, graciously in your care. Bless them in their work, in their homes, and in their play. Bring to them and through them the gift of your Divine peace. Amen. Senator MacKinnon, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 955. Senator Gardner objected, then withdrew her objection. There being no further objection, CS FOR SENATE BILL NO. 103(FIN) "An Act establishing the Alaska education innovation grant program; eliminating the Alaska education grant program; relating to the funding of and eligibility for the Alaska performance scholarship program; redesignating the Alaska higher education investment fund as the Alaska education innovation grant fund; and providing for an effective date" was adopted.
