Full Journal pdf2017-02-24 Senate Journal Page 0339 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTIETH LEGISLATURE FIRST SESSION Juneau, Alaska Friday February 24, 2017 Thirty-ninth Day Pursuant to adjournment the Senate was called to order by President Kelly at 10:05 a.m. The roll showed seventeen members present. Senators Begich, von Imhof were excused from a call of the Senate. Senator MacKinnon was absent. Senator Micciche moved and asked unanimous consent Senator MacKinnon be excused from a call of the Senate today. Without objection, Senator MacKinnon was excused. The prayer was offered by the Chaplain, Pastor Dan Wiese, Church of the Nazarene. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. God of justice and mercy, thank you for the gift of life, and the opportunity for these elected individuals to serve the people of our state. Help us to act with character and conviction; help us to listen with understanding and good will; help us to speak with charity and restraint. Give us a spirit of service. Remind us that we are stewards of your authority and ultimately accountable before You, Our God. Guide us to be the leaders your people need. Help us see the humanity and dignity of those who disagree with us, and to treat all persons, no matter how weak or poor, with the reverence your creation deserves. Introduction and Reference of Senate Bills SB 68 SENATE BILL NO. 68 BY SENATOR DUNLEAVY, entitled: "An Act relating to railroad rights-of-way." was read the first time and referred to the Transportation and Finance Committees. SB 69 SENATE BILL NO. 69 BY SENATOR EGAN, entitled: "An Act relating to misconduct involving weapons in the fifth degree; and providing for an effective date." was read the first time and referred to the Judiciary and Finance Committees. SB 70 SENATE BILL NO. 70 BY THE SENATE FINANCE COMMITTEE, entitled: 2017-02-24 Senate Journal Page 0342 "An Act relating to an appropriation limit; relating to the budget responsibilities of the governor; relating to the Alaska permanent fund, the earnings of the Alaska permanent fund, and the earnings reserve account; relating to the mental health trust fund; relating to deposits into the dividend fund; relating to the calculation and payment of permanent fund dividends; and providing for an effective date." was read the first time. President Kelly referred the bill to the Finance Committee. Senator Gardner moved and asked unanimous consent to add a State Affairs Committee referral to the bill. President Kelly cited Uniform Rule 39(b) and ruled the referral in order. Senator Wielechowski appealed the ruling of the Chair. The question being: "Shall the Senate Uphold the Ruling of the Chair?" The roll was taken with the following result: SB 70 Uphold the Ruling of the Chair? The bill was referred to the Finance Committee. Recess Senator Micciche moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:21 a.m. 2017-02-24 Senate Journal Page 0343 After Recess Joint Session in the House Speaker Edgmon called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Kelly, who called the Joint Session to order at 10:40 a.m. The purpose of the Joint Session was to hear an address by the Honorable Dan Sullivan, U.S. Senator. Senator Micciche moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Stutes, Acting Majority Leader, moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Kelly appointed Representative Ortiz and Senator Meyer to escort U.S. Senator Dan Sullivan to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced the Honorable Dan Sullivan's entrance to the House Chamber. The Honorable Dan Sullivan was escorted to the rostrum and welcomed by President Kelly. U.S. Senator Sullivan delivered his address. This address appears in Senate and House Joint Journal Supplement No. 6. Following his address, there was a question and answer period. U.S. Senator Dan Sullivan received a standing ovation. Senator Micciche moved and asked unanimous consent that the Joint Session stand in adjournment.
