Senator Costello was absent. The prayer was offered by the Chaplain, Sister Marie Lucek, Cathedral of the Nativity of the Blessed Virgin Mary. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. O God, gracious and loving to all, you have given us a new day filled with promise and potential. We are grateful. I ask your blessing on our senators gathered here today. You have given each of them a multitude of gifts and talents. Each has something different to offer to this group - together their offerings can lead to conclusions that will contribute to a stronger Alaska. It is difficult at times to know what is best for the common good. Give each of our senators the understanding they will need in order to make those wise decisions that will truly benefit the common good. When the slowness of a process can be frustrating strengthen them with patience and endurance. Let creativity, imagination and hope always be part of their deliberations, especially if deliberations get bogged down. 2017-02-01 Senate Journal Page 0134 We ask a lot and expect a lot from our senators, so today I thank them for their service in the name of all of us and I ask you, God, to continue to guide them and to keep them selfless in their willingness to serve the people of Alaska. Governor's transmittal letter dated January 30: Dear President Kelly: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the State's operating and capital budgets for Fiscal Year 2017 (FY 2017). A limited number of requests that were not anticipated when the FY 2017 budget was considered during the 2016 legislative session is being submitted for your consideration. Medicaid, Corrections Physical Health Care, a settlement between the Department of Transportation and Public Facilities and the U.S. Environmental Protection Agency, constitute the largest portion of the supplemental request. A request for a health insurance rate increase proposed but not funded last year is also included. As anticipated, and in spite of cost savings measures, the plan experienced health care and pharmaceutical cost increases as similar to those experienced throughout Alaska and the nation as well as increased utilization. Examples of cost saving measures include: improved network savings, increases to the employee share of costs, increased deductibles and out-of-pocket limits, review and elimination of dependents no longer eligible, employee option to decline insurance coverage, limited choice to only two plans, and renegotiated pharmacy contracts. Additional costs 2017-02-01 Senate Journal Page 0151 saving measures are in progress. Without this rate increase the Group Health and Life Benefits fund is projected to be exhausted by January 2018. Given recent budget reductions agencies cannot absorb these cost increases. Thank you for your consideration of this bill. Sincerely, /s/ Bill Walker Governor SB 44 SENATE BILL NO. 44 BY SENATOR GARDNER, entitled: "An Act relating to information concerning oil and gas taxes, including information about expenditures that must be provided to claim an oil and gas production tax credit for those expenditures; relating to the disclosure of that information; and providing for an effective date." was read the first time and referred to the Resources and Finance Committees.
