MESSAGES FROM THE GOVERNOR HJR 5 A message dated October 27 was received stating the Governor read the following resolution and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 5(ARC) Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; relating to oil and gas exploration, development, production, and royalties; and relating to renewable and alternative energy technologies.
