Representative Westlake had been excused from a call of the House today. The invocation was offered by the Chaplain, the Reverend Dr. Douglas Dye of Chapel by the Lake Presbyterian Church. Representative Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Thank you for the invitation to pray for you. I invite you to bow your heads as I pray. Loving and gracious God, in the Christian Scriptures you tell us, The earth is the Lord's, and everything in it, the world, and all who live in it; for he founded it on the seas and established it on the waters. (Psalm 24: 1, 2) Great Creator God, maker of the earth and all that is, we pause at the beginning of this day and offer thanks for the gift of this beautiful land. Help us, O loving God, to be filled with gratitude and struck with wonder as we look with amazement at the majesty of this great land. Help us to always remember how beautiful it is to live in the midst of your creative handiwork. The mountains and glaciers, rainforests and boreal 2017-02-22 House Journal Page 0312 forests, wind-swept coastlands and islands, wild seas, expansive tundra, and the interior's majestic rivers - for all of it we offer thanks, dear Lord. Gracious God, give insight and understanding to these women and men, called by the people of Alaska, to protect and prosper this land and its people. Give them the grace to hear the concerns of their colleagues, humility to seek counsel from each other, and courage and wisdom to act for our greater good. Bless and guard their health and watch over their families and loved ones. Thank you, O Lord, for their spirit of service. I pray these things in the name of my Lord, Jesus. Amen. The Pledge of Allegiance was led by Representative Kito. CERTIFICATION OF THE JOURNAL Representative Tuck moved and asked unanimous consent that the journal for the 35th and 36th legislative days be approved as certified by the Chief Clerk. There being no objection, it was so ordered. The Speaker stated that the House would stand at ease to allow members of the Senate to enter the Chamber; and so, the House stood at ease at 10:56 a.m. AFTER AT EASE The Speaker called the House back to order at 11:06 a.m. JOINT SESSION IN THE HOUSE In accordance with Uniform Rule 51, Speaker Edgmon turned the gavel over to President Kelly who called the joint session to order at 11:06 a.m. The purpose of the joint session was to hear an address by the Honorable Lisa Murkowski, U.S. Senator. 2017-02-22 House Journal Page 0313 Senator Micciche moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Tuck moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Kelly appointed Representative Drummond and Senator Hughes to escort the Senator to the joint session. The Senate Sergeant-at-Arms announced the Senator's entrance into the House Chamber. Senator Murkowski was escorted to the rostrum and welcomed by President Kelly. Senator Murkowski delivered her address, and it is published in House and Senate Joint Journal Supplement No. 5. A question and answer period followed the conclusion of the Senator's speech. Senator Murkowski received a standing ovation. Senator Micciche moved and asked unanimous consent that the joint session adjourn. There being no objection, President Kelly adjourned the joint session at 11:48 a.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber.
