Roll call showed 38 members present. Representative Millett moved and asked unanimous consent that Representatives Hawker and Reinbold be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Claman. Representative Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With respect for the religious beliefs of all Alaskans, I offer the following prayer. We are thankful for our many blessings, for our families and friends, and for the opportunity of public service. I ask today that we remember words from the Gospel according to Matthew: Whatsoever you wish that others do unto you, do so to them, for this is the Law of the Prophets. (Matthew 7:12) And as we go about our daily lives, may we have: 2016-05-25 House Journal Page 2976 Courage: courage as we face difficult, challenging decisions; wisdom: wisdom to find our common ground; and forgiveness: forgiveness of ourselves, and forgiveness of others, knowing that the road ahead is not easy. And I ask these things in the name of all those, remembered and forgotten, known and unknown, present and absent, all of the helpers of mankind. Amen. CERTIFICATION OF THE JOURNAL Representative Millett moved and asked unanimous consent that the journal for the second legislative day of the fourth special session be approved as certified by the Chief Clerk. MESSAGES FROM THE SENATE HCR 401 A message dated May 24, 2016, was read stating the Senate passed: HOUSE CONCURRENT RESOLUTION NO. 401 Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to the carry-over of bills to a special session. HCR 401 was referred to the Chief Clerk for enrollment. SB 138 The Speaker stated that, without objection, the following, which was not considered on the May 18, 2016, calendar (page 2951), would be returned to the Rules Committee: HOUSE CS FOR CS FOR SENATE BILL NO. 138(FIN) "An Act making and amending appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; making appropriations to capitalize funds; making appropriations under art.
