Roll call showed 38 members present.  Representative Stutes had been

    With respect for all of the people groups represented, I offer                                                             
     the following prayer:                                                                                                      
                                                                                                                                
     Dear Heavenly Father, you are the Almighty, the one and only                                                               
     God; the Creator of the heavens and the earth.  Your glory,                                                                
     power, and majesty are beyond our ability to adequately                                                                    
     describe.  Thank you for the privilege of coming before your

     throne of grace.  We are gathered here again this day to find                                                              
     solutions, develop policies, and render decisions that will                                                                
     have an impact upon all citizens of this great state of Alaska.                                                            
     It is imperative that we have a spirit of cooperation and a                                                                
     genuine willingness to find the best avenues of procedure in                                                               
     this time of difficulty and hard choices.  Unity in spirit is                                                              
     indispensable.  In the Holy Scriptures, your Word, you have                                                                
     instructed us to be one in spirit and in purpose, and to: Do                                                               
     nothing out of selfish ambition or vain conceit, but in humility                                                           
     consider others better than yourselves.  Each of you should                                                                
     look not only to your own interests, but also to the interests of                                                          
     others. (Phil 2:3-4)                                                                                                       
                                                                                                                                
     I pray, Father, that we would be able to exemplify and live out                                                            
     that attitude; that we would seek your wisdom and direction in                                                             
     making the choices and decisions concerning the issues we                                                                  
     face, and that you would grant us your wisdom with the will                                                                
     to follow it.  In all of this I pray that we would bring honor                                                             
     and glory to you in making decisions that are pleasing to you,
