Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 10:32 a.m.                                                                                                          
                                                                                                                                
Roll call showed 39 members present.  There was one vacancy.                                                                    
                                                                                                                                
                                                                                                                                
The invocation was offered by the Chaplain, Lieutenant Lance Walters                                                            
of the Salvation Army.  Representative Wilson moved and asked                                                                   
unanimous consent that the invocation be spread on the journal.  There                                                          
being no objection, it was so ordered.                                                                                          
                                                                                                                                
    Father, you are God and there is no other.  We invite you into                                                              
    this sacred place.  Thank you for your goodness and your                                                                    
    grace that you show us today.  We welcome your Holy Spirit's                                                                
     presence to penetrate our hearts, to help us to remain humble.                                                            
                                                                                                                                
    Thank you for this legislative body, for their sacrifice as they                                                            
    take care of the business of the State of Alaska.  Guide these                                                              
    men and women as they govern the people with righteousness                                                                  
    and holiness.  These men and women are faced with difficult                                                                 
    decisions:  decisions that will affect your people; decisions of                                                            
    where to spend resources and where to cut back; decisions                                                                   
    that have bearing on people's future.                                                                                       
                                                                                                                                
    Father, give them discernment for the day's agenda, guide and                                                               
    direct their hearts as they look out for the people's interests.                                                            
    Father, show them your will; show them how to work
