Senator Kelly was absent. The prayer was offered by the Chaplain, The Reverend Dr. Paul Beran, Pastor Emeritus of Resurrection Lutheran Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered.
