Senators Hoffman, Stevens, Wielechowski were excused from a call of the Senate. Senator Bishop was absent. The prayer was offered by the Chaplain, Lieutenant Kim Warriner of The Salvation Army. Senator Coghill moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear Heavenly Father, We make our earnest prayer that you will: Keep the United States in your holy protection; Incline the hearts of the citizens to cultivate a spirit of subordination and obedience to government, and to entertain a brotherly affection and love for one another and for their fellow citizens of the United States at large; And finally, that you will dispose us to do justice, to love mercy and to exercise humility as we make decisions that will affect our great State of Alaska. Consideration of the Calendar Second Reading of Senate Bills SB 12 SENATE BILL NO. 12 "An Act relating to state and public entity procurement, including the State Procurement Code, procurement preferences, contract awards, the use of small procurement provisions for certain amounts of leased space, the Alaska business license requirement for Alaska bidder and other procurement preferences, the proof of registration of construction contract bidders and offerors, the 2013-02-25 Senate Journal Page 0402 establishment and maintenance of lists of persons who want to provide supplies or services to the state, state agencies, and state instrumentalities, electronic bids and proposals, the chief procurement officer, small procurements, and writings; relating to the meaning of 'Alaska bidder'; and providing for an effective date" was read the second time. SENATE BILL NO. 12 will advance to third reading on the February 27 calendar. SB 37 SENATE BILL NO. 37 "An Act extending the termination date of the Statewide Suicide Prevention Council; and providing for an effective date" was read the second time. Senator Coghill moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. SENATE BILL NO. 37 was read the third time. Senators McGuire, Meyer, Micciche, Olson, Dunleavy, Kelly moved and asked unanimous consent to be shown as cosponsors on the bill. Without objection, it was so ordered. The question being: "Shall SENATE BILL NO. 37 "An Act extending the termination date of the Statewide Suicide Prevention Council; and providing for an effective date" pass the Senate?"
