Senator Stedman was excused from a call of the Senate. The prayer was offered by the Chaplain, Pastor Tom Matthews of the Douglas Island Bible Church. Senator Coghill moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear Lord, The Psalmist said, "I lift up my eyes to the hills -- where does my help come from? My help comes from the Lord, the Maker of heaven and earth." Lord I lift up my eyes to the hills, to the mountains, and to the incredible beauty displayed in Alaska. I'm sure the Senators here have a picture in each of their minds of something beautiful they have observed where they live. You have given us so much to appreciate. The lakes, the beauty of the snow on the trees, the mountains those trees cover, even the designs that appear on our windows from the ice formations. I think of the wonder of wildlife and the resources that are so abundant. All of this points us to you, Lord. I recognize, with the Psalmist, that my help comes from the Lord. Today I am praying on behalf of those gathered here to do the business of the State of Alaska. I ask you to show yourself powerful on their behalf. Help them in their pursuits to lead this state in a way that is pleasing to you. "Whatever is true, whatever is noble, whatever is right, whatever is pure, whatever is lovely, whatever is admirable -- if anything is excellent or praiseworthy, (help us to) think about such things." SB 42 SENATE BILL NO. 42 BY THE SENATE RULES COMMITTEE BY REQUEST OF THE GOVERNOR, entitled: "An Act making supplemental appropriations, capital appropriations, and other appropriations; amending appropriations; repealing appropriations; making appropriations to capitalize funds; and providing for an effective date." was read the first time and referred to the Finance Committee. Governor's transmittal letter dated January 28: Dear President Huggins, Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the State's operating and capital budgets for Fiscal Year 2013 (FY 2013). In this legislation, we exercise fiscal restraint by requesting a net decrease to our Administration's FY 2013 operating budget across all fund categories, over $11 million alone in general fund reductions to agency operating budgets. The supplemental budget reflects my direction to State agencies to manage programs within the existing budget. Accordingly, we bring forward a limited number of requests based on changes in the cost of delivering State services and programs that were not anticipated when the FY 2013 budget was considered during the 2012 legislative session. The supplemental bill totals $24.5 million attributable to increases in "other funds" and "federal fund" categories. 2013-01-30 Senate Journal Page 0159 The operating supplemental request includes a $25 million decrease in the Medicaid program, based in large part on the success of certain cost containment measures implemented upon the recommendation of the Medicaid Task Force. The Department of Health and Social Services will continue to review costs and utilization for potential additional savings in the current year budget. The supplemental request also includes reductions in debt service, while requesting funding for fire suppression, disaster relief, and specific settlements that resolve outstanding litigation.
