Representatives Costello, Gruenberg, and Johnson were absent and their presence was noted later. The invocation was offered by the Chaplain, Representative Herron. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Mr. Speaker, usually it is a "good morning" to you. But today it is "Good Friday". With the deepest respect of all religions and faith, I offer a brief prayer and two short stories on being humble. Help us to praise rather than to criticize, to sympathize rather than to discourage, to build rather than to destroy, and to think of people at their best rather than their worst. Being humble story number 1: One summer day, a mosquito landed on the antler of a moose and just sat there for a long time. Just as the mosquito was about to fly off, he made a buzzing noise and asked the moose if he wanted to see him go. The moose replied, "I did not know that you were here, and I will not miss you when you are gone." 2014-04-18 House Journal Page 2576 The moral of this story is: When considering oneself as very important in one's own eyes, most times it is not the case in the eyes of one's neighbor. Being humble story number 2: We are born into this world in symbolic clothing with two pockets. The front pocket is filled with our neighbor's faults, and the back pocket is filled with our own faults. The moral of the story: We are often too quick to only see the faults of others, yet we are often too blind to see the faults of our own. Amen. The following letter of intent for CSSB 166(FIN) was offered by Representative Herron: "It is the intent of the Legislature that a workgroup be convened by the Alaska Board of Nursing over the summer of 2014, to thoroughly examine the criminal background check issue discussed in the House Labor and Commerce Committee's April 15, 2014 hearing of CS for Senate Bill 166 (FIN). It is the expectation of the Legislature that this workgroup will involve a diverse array of stakeholders, potentially including representatives of: the Alaska Board of Nursing, the Alaska State Hospital and Nursing Home Association, the Alaska Nurses Association, a rural Alaska Tribal Health System provider, the Alaska Department of Health and Social Services (DHSS) Background Check Unit, the Federal Bureau of Investigation, and others impacted by the process of dual criminal background checks conducted by DHSS for employment and the Board of Nursing for licensure. 2014-04-18 House Journal Page 2593 The workgroup is to identify administrative and statutory improvements that may potentially make the criminal background check process more efficient, without compromising public safety.
