Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 10:36 a.m.                                                                                                          
                                                                                                                                
Roll call showed 38 members present.                                                                                            
                                                                                                                                
Representative P. Wilson, Acting Majority Leader, moved and asked                                                               
unanimous consent that Representative Millett be excused from a call                                                            
of the House today and that Representative Kerttula be excused from a                                                           
call of the House from today to 5:00 p.m., January 24, and her                                                                  
presence was noted later.  There being no objection, it was so ordered.                                                         
                                                                                                                                
The invocation was offered by the Chaplain, the Reverend Gordon                                                                 
Blue of Holy Trinity Episcopal Church.  Representative P. Wilson                                                                
moved and asked unanimous consent that the invocation be spread on                                                              
the journal.  There being no objection, it was so ordered.                                                                      
                                                                                                                                
    With the deepest respect for the religious beliefs of all                                                                   
    Alaskans, I offer the following prayer.                                                                                     
                                                                                                                                
    Eternal God, fountain of wisdom, bless our House of                                                                         
    Representatives in this state of Alaska; grant that through their                                                           
    discussions and decisions we may solve our problems                                                                         
    effectively, enhance the well-being of our state, and achieve                                                               
    together a fairer and more united society.  Guide and bless                                                                 
    these women and men we have elected, that they may enact                                                                    
    such laws as shall provide for the welfare of this people,                                                                  
    increase the common good, and provide lasting health and                                                                    
    security to the residents of Alaska.  Grant them this blessing

The purpose of the joint session was to hear the State of the State and                                                         
State of the Budget Address by the Honorable Sean Parnell, Governor                                                             
of Alaska.                                                                                                                      
                                                                                                                                
Senator Coghill moved and asked unanimous consent that the roll call                                                            
of the Senate be waived and all members be shown as present.  There

Dunleavy to escort the Governor to the joint session.                                                                           
                                                                                                                                
The Senate Sergeant-at-Arms announced the Governor's entrance into                                                              
the House Chamber.                                                                                                              
                                                                                                                                
Governor Parnell was escorted to the rostrum and welcomed by                                                                    
President Huggins.                                                                                                              
                                                                                                                                
Governor Parnell delivered his address, and it is published in Senate                                                           
and House Joint Journal Supplement No. 8.                                                                                       
                                                                                                                                
Governor Parnell received a standing ovation.                                                                                   
                                                                                                                                
Senator Coghill moved and asked unanimous consent that the joint                                                                
session adjourn.  There being no objection, President Huggins
