Senator Kookesh was excused from a call of the Senate. The prayer was offered by the Chaplain, The Reverend George Silides of Holy Trinity Episcopal Church. Senator Olson moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. With utmost respect for the religious traditions of all Alaskans, I offer this prayer: Almighty God, from whom all Truth proceeds: Direct, we pray, those who speak here where many listen and write what many read; that they may do their part in making the heart of this people wise, its mind sound; and its will righteous. Bless them with true companions, and faithful counselors. Give them open minds and open hearts; that wheresoever the best idea, the best solution, comes; they may be quick to grant it hearing, and seize the opportunity for all. Gracious God, whose loving hand has made us stewards of a bounteous earth and teeming sea: Bless those who work upon the land and those upon the waters. Bless also those who suffer want and anxiety for lack of work. Introduction and Reference of Senate Bills SB 167 SENATE BILL NO. 167 BY THE SENATE FINANCE COMMITTEE, entitled: "An Act providing that the tax rate applicable to the production of oil as the average production tax value of oil, gas produced in the Cook Inlet sedimentary basin, and gas produced outside of the Cook Inlet sedimentary basin and used in the state increases above $30 shall be 0.4 percent multiplied by the number that represents the difference between that average monthly production tax value and $30, or the sum of 25 percent and the product of 0.1 percent multiplied by the number that represents the difference between that average monthly production tax value and $92.50, except that the total rate determined in the calculation may not exceed 50 percent; providing for an increase in the rate of tax on the production of gas as the average production tax value on a BTU equivalent barrel basis of gas produced outside of the Cook Inlet sedimentary basin and not used in the state increases above $30; relating to payments of the oil and gas production tax; relating to the lease expenditures that may be deducted when determining production tax value; relating to availability of a portion of the money received from the tax on oil and gas production for appropriation to the community revenue sharing fund; relating to the allocation of lease expenditures and adjustments to lease expenditures; and providing for an effective date." was read the first time and referred to the Finance Committee. 2012-01-18 Senate Journal Page 1245 SB 168 SENATE BILL NO. 168 BY THE SENATE RULES COMMITTEE BY REQUEST, entitled: "An Act relating to geographic cost-of-living salary adjustments for justices of the supreme court and judges of the superior and district courts; and providing for an effective date." was read the first time and referred to the Judiciary and Finance Committees. Without objection, the Senate recessed at 11:23 a.m. After Recess Joint Session in the House Speaker Chenault called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Stevens, who called the Joint Session to order at 7:00 p.m. The purpose of the Joint Session was to hear an address by the Honorable Governor Sean Parnell. Senator Meyer moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Austerman moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Stevens appointed Representative Thomas and Senator Menard to escort Governor Sean Parnell to the Joint Session. The Senate Sergeant at Arms, Zachary Mannix, announced Governor Parnell's entrance to the House Chamber. The Honorable Sean Parnell was escorted to the rostrum and welcomed by President Stevens. Governor Parnell delivered his address. This address appears in Senate and House Joint Journal Supplement No. 9. Senator Meyer moved and asked unanimous consent that the Joint Session stand in adjournment.
