Representatives Costello, Doogan, Edgmon, Fairclough, Gara, Guttenberg, Joule, Neuman, Saddler, Stoltze, Thomas, and T. Wilson were absent and their presence was noted later. There was one vacancy. The invocation was offered by the Chaplain, Representative Keller. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. It seems that our friend, our departed colleague from District 13, gets the last word as Chaplain for the day. He end-ran us all this one last time. Carl requested at the beginning of session that he be allowed to give the invocation for the last day of session. I am humbled to speak for him at the request of his loved ones and family to honor his request. I know he would sincerely say, "With the deepest respect for those with varying beliefs-now please hear mine." According to his family, Romans 8:37-39 was his favorite scripture. They know I am offering it today as Carl's final prayer on this floor. It is a statement of faith and awe and hope-not a request. (b) The task force consists of nine members who, except for those in (1) and (2) of this subsection, shall be appointed jointly by the President of the Senate and the Speaker of the House of Representatives as follows: (1) one senator selected by the President of the Senate, who shall serve as co-chair; (2) one representative selected by the Speaker of the House of Representatives, who shall serve as co-chair; (3) one member representing mental health service providers; (4) one member from the Governor's Council on Disabilities; (5) the commissioner of health and social services or the commissioner's designee; (6) the commissioner of administration or the commissioner's designee; (7) the director of the division of insurance, Department of Commerce, Community, and Economic Development, or the director's designee; (8) one member representing a private insurance provider who offers health-insurance-related services in the state; and (9) one parent or guardian of an autistic child. (c) The task force shall, not later than January 15, 2013, submit a report to the legislature and the Governor. The report must include (1) policy options to achieve a comprehensive autism spectrum disorder early diagnosis and treatment program that results in coverage to the greatest number of residents in the state; (2) recommendations to the legislature and the Governor that include draft legislation required to achieve the policy options proposed by the task force; (3) an evaluation of the fiscal effect of the policy options proposed by the task force that includes a five-year projection of both public sector and private sector costs and expenditures; (4) an analysis of how the implementation of P.L. 111-148 (Patient Protection and Affordable Care Act) is expected to affect the options, recommendations, and fiscal evaluations of the task force. 2012-04-15 House Journal Page 2478 (d) The task force shall meet as needed during the interim following the Second Regular Session in 2012. (e) The task force may request administrative and technical support from the Department of Education and Early Development.
