Full Journal pdf2011-04-23 House Journal Page 1137 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTY-SEVENTH LEGISLATURE FIRST SPECIAL SESSION Juneau, Alaska Saturday April 23, 2011 Sixth Day Pursuant to adjournment the House was called to order by Speaker Chenault at 11:05 a.m. Roll call showed 34 members present. Representative Thompson had been excused from a call of the House today. Representatives Guttenberg, Hawker and Tuck were absent and their presence was noted later. Representatives Holmes and Neuman were absent. The invocation was offered by the Chaplain, Representative Dick. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. As I waited on the Lord for direction, I believe I was given to pray the following way. I would ask you to consider and if you would, agree. We offer the following prayer with the deepest respect for all beliefs of all Alaskans. God of Creation, may we see that this quiet time we have been given has a specific purpose. An intense time will come when we will be compelled to know each other in personal as well as professional relationships. We will need to understand each other's 2011-04-23 House Journal Page 1138 character and unique qualities. The time will come when we will be faced with decisions that far exceed those that have been deliberated during the past session. May we seize these precious moments you have given us and use them for the purpose you have intended so that our thoughts, comments, and decisions will be individual, yes, but also as from a united body-from a diverse but cohesive body, as a coordinated and effective body, that we may see that we are not burdened with time to kill but gifted with time to grow and mature through our relationships with each other. May we see that perhaps we are not waiting for the other body but that you are waiting for this body to gather cohesion and strength, focus and determination, trust in each other and trust in you for that which is ahead of us. MESSAGES FROM THE GOVERNOR HB 97 A message dated April 22, 2011, was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE BILL NO. 97 "An Act extending a provision relating to noxious weeds, invasive plants, and agricultural pest management and education; providing 2011-04-23 House Journal Page 1139 for an effective date by repealing the effective date of sec. 2, ch. 102, SLA 2008; and providing for an effective date." Chapter No. 3, SLA 2011 Effective Date: April 23, 2011 HB 101 A message dated April 22, 2011, was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: CS FOR HOUSE BILL NO. 101(STA) "An Act establishing the fourth Saturday of July each year as Ted Stevens Day." Chapter No. 2, SLA 2011 Effective Date: July 21, 2011 HB 116 A message dated April 22, 2011, was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE BILL NO. 116 am "An Act making corrective amendments to the Alaska Statutes as recommended by the revisor of statutes by correcting the spellings of 'oxymorphone' and 'lorazepam' and providing an applicability section; and providing for an effective date." ENROLLMENT HB 119 The following was enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled 2011-04-23 House Journal Page 1140 copies were transmitted to the Office of the Governor at 5:03 p.m., April 22, 2011: SENATE CS FOR CS FOR HOUSE BILL NO. 119(FIN) "An Act relating to the procurement of supplies, services, professional services, and construction for the Alaska Industrial Development and Export Authority; relating to the definition of 'own' for the economic development account; relating to the definitions of 'development project,' 'plant,' 'facility,' and 'project' for the Alaska Industrial Development and Export Authority; relating to the Alaska Industrial Development and Export Authority creating subsidiaries regarding projects financed under AS 44.88.172; authorizing the Alaska Development and Export Authority to issue bonds to finance the expansion, modification, and upgrading of the Skagway Ore Terminal; relating to the operation and management of public housing projects and housing for low-income households by the Alaska Housing Finance Corporation; relating to subsidiary corporations of the Alaska Housing Finance Corporation; relating to harbor facility grants; and providing for an effective date."
