Full Journal pdf2011-04-22 House Journal Page 1131 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTY-SEVENTH LEGISLATURE FIRST SPECIAL SESSION Juneau, Alaska Friday April 22, 2011 Fifth Day Pursuant to adjournment the House was called to order by Speaker Chenault at 10:36 a.m. Roll call showed 39 members present. Representative Joule was absent. The invocation was offered by the Chaplain, Representative Herron. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Mr. Speaker, normally I would say, "Good Morning," but today I am able to say to you, "Good Friday." With the deepest respect of all religions and faiths, I offer a brief prayer and two short parables within the theme of humility. A prayer for humility: Help us always to praise rather than to criticize, to sympathize rather than to discourage, to build rather than to destroy, and to think of people at their best rather than at their worst. Parable No. 1: A mosquito landed on the antler of a moose and sat there for a long time. Just as he was about to fly off he made a buzzing noise and inquired to the moose if he would 2011-04-22 House Journal Page 1132 like him to go. The moose replied, "I did not know that you had come and shall not miss you when you go away." The moral of the parable: Some are of more consequence in their own eyes than in the eyes of their neighbors. Parable No. 2: Every person, according to ancient lore, is born into this world with two bags suspended from the neck. One bag in front is full of their neighbor's faults and a larger bag behind is filled with our own faults. It is that we are often quick to see the faults of others, yet we are too often blind to see our own failings. Amen. The Pledge of Allegiance was led by Representative Gatto. CERTIFICATION OF THE JOURNAL Representative Austerman moved and asked unanimous consent that the journal for the fourth legislative day of the first special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. MESSAGES FROM THE SENATE HB 24 A message dated April 21, 2011, was read stating the Senate adopted the Conference Committee with limited powers of free conference report on CSHB 24(FIN) and SCS CSHB 24(FIN), thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 24 "An Act extending the termination date of the Regulatory Commission of Alaska; and providing for an effective date." The House adopted CCS HB 24 (page 1125). CCS HB 24 was referred to the Chief Clerk for engrossment and enrollment. 2011-04-22 House Journal Page 1133 CONSIDERATION OF THE DAILY CALENDAR LEGISLATIVE CITATIONS Representative Austerman moved and asked unanimous consent that the House approve the citation on the calendar. The Speaker stated that, without objection, the House would recess to a Call of the Chair; and so, the House recessed at 10:50 a.m. AFTER RECESS The Speaker called the House back to order at 4:03 p.m. UNFINISHED BUSINESS SB 76 The following, which passed the House (page 1127), was signed by the Speaker and Chief Clerk and returned to the Senate: 2011-04-22 House Journal Page 1134 CS FOR SENATE BILL NO. 76(FIN) "An Act making supplemental appropriations, capital appropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; and providing for an effective date." ANNOUNCEMENTS With appointment of the Conference Committee on the operating budget, Rule 23(d) of the Uniform Rules is in effect as of April 6, 2011.
