Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 10:36 a.m.                                                                                                          
                                                                                                                                
Roll call showed 35 members present.  Representatives Foster,                                                                   
Hawker, Holmes, Olson, and Petersen were absent and their presence                                                              
was noted later.                                                                                                                
                                                                                                                                
The invocation was offered by the Chaplain, Representative Tuck.                                                                
Representative P. Wilson moved and asked unanimous consent that                                                                 
the invocation be spread on the journal.  There being no objection, it                                                          
was so ordered.                                                                                                                 
                                                                                                                                
     With the deepest respect for the religious beliefs of all                                                                  
     Alaskans, I offer the following prayer.                                                                                    
                                                                                                                                
     O Gracious Lord,                                                                                                           
                                                                                                                                
     There is a purpose for each and every one of us, and I thank                                                               
     you for the distinctive talents of all of us who serve together.                                                           
     We thank you for our individual heart's desires so we may be                                                               
     able to use all of our unique skills and abilities to serve the                                                            
     people according to your will.                                                                                             
                                                                                                                                
     We ask for knowledge and wisdom as we seek to solve the                                                                    
     problems facing our communities, our districts, and our state.                                                             
     As we continue to work through this special session, we ask

     for good favor and respect for one another.  We ask for                                                                    
     forgiveness as we are able to forgive one another, and we ask                                                              
     for open hearts and open minds so we may better perform                                                                    
     your work.                                                                                                                 
                                                                                                                                
     We pray for a special hedge of protection around us and ask                                                                
     that you heal those who need healing and keep us all whole.                                                                
     We ask that you continually bless our lives, our families, and                                                             
       the greater people of Alaska with good health and prosperity.

     "An Act extending the termination date of the Regulatory                                                                   
     Commission of Alaska; and providing for an effective date."
