Representatives Foster, Hawker, Holmes, Olson, and Petersen were absent and their presence was noted later. The invocation was offered by the Chaplain, Representative Tuck. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer. O Gracious Lord, There is a purpose for each and every one of us, and I thank you for the distinctive talents of all of us who serve together. We thank you for our individual heart's desires so we may be able to use all of our unique skills and abilities to serve the people according to your will. We ask for knowledge and wisdom as we seek to solve the problems facing our communities, our districts, and our state. As we continue to work through this special session, we ask 2011-04-21 House Journal Page 1124 for good favor and respect for one another. We ask for forgiveness as we are able to forgive one another, and we ask for open hearts and open minds so we may better perform your work. We pray for a special hedge of protection around us and ask that you heal those who need healing and keep us all whole. We ask that you continually bless our lives, our families, and the greater people of Alaska with good health and prosperity. I pray this in your name. Amen. CERTIFICATION OF THE JOURNAL Representative Austerman moved and asked unanimous consent that the journal for the third legislative day of the first special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. REPORTS OF STANDING COMMITTEES SB 76 The Finance Committee considered: CS FOR SENATE BILL NO. 76(FIN) "An Act making supplemental appropriations, capital appropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; and providing for an effective date." REPORTS OF SPECIAL COMMITTEES HB 24 The Conference Committee with limited powers of free conference considering CSHB 24(FIN) and SCS CSHB 24(FIN) recommends the following be adopted: CONFERENCE CS FOR HOUSE BILL NO. 24 "An Act extending the termination date of the Regulatory Commission of Alaska; and providing for an effective date." The report was signed by Representatives Olson (Chair), Johnson, Holmes; and Senators Thomas (Chair), Paskvan, French. The following fiscal note(s) apply to CCS HB 24: 4. Fiscal, Dept. of Commerce, Community, & Economic Development Representative Austerman moved that the House adopt the Conference Committee with limited powers of free conference report, thus adopting CCS HB 24. The question being: "Shall the House adopt the report?"
