Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 11:04 a.m.                                                                                                          
                                                                                                                                
Roll call showed 39 members present.  Representative Seaton had                                                                 
been excused from a call of the House today.                                                                                    
                                                                                                                                
The invocation was offered by the Chaplain, the Reverend Dr. Phil                                                               
Campbell of Northern Light United Church.  Representative P. Wilson                                                             
moved and asked unanimous consent that the invocation be spread on                                                              
the journal.  There being no objection, it was so ordered.                                                                      
                                                                                                                                
    As I offer this prayer, I invite you to use this time in keeping                                                            
    with your personal practices.                                                                                               
                                                                                                                                
    Spirit of Life and Source of Goodness:                                                                                      
                                                                                                                                
    We give thanks for the weekend's refreshment and for the                                                                    
    opportunity to reengage this day.  As the Representatives of                                                                
    this great state assemble, rekindle in them enthusiasm for this                                                             
    work you have entrusted to them.  May their time together be                                                                
    filled with wise, compassionate, and productive deliberations.                                                              
    Give clarity to those who speak and the gift of discernment to                                                              
    all who listen.  And may the aspirations of all Alaskans, from                                                              
    the least to the greatest, be taken into consideration as                                                                   
    decisions are made.  Uphold these your servants when they                                                                   
    are weary and grant them the capacity to undertake their work                                                               
    with vigor, reason, and civility so that your great gifts of                                                                
    justice, mercy, and peace will fill this place and be known
