The roll was taken with the following result: CSHB 81(FIN) am Third Reading Constitutional Budget Reserve Appropriations YEAS: 26 NAYS: 12 EXCUSED: 2 ABSENT: 0 Yeas: Austerman, Chenault, Coghill, Dahlstrom, Edgmon, Fairclough, Foster, Gatto, Harris, Hawker, Herron, Johansen, Johnson, Joule, Keller, Kelly, Lynn, Millett, Munoz, Neuman, Olson, Ramras, Seaton, Stoltze, Thomas, Wilson Nays: Cissna, Crawford, Gara, Gardner, Gruenberg, Guttenberg, Holmes, Kawasaki, Kerttula, Petersen, Salmon, Tuck Excused: Buch, Doogan And so, lacking the required 30 votes, the appropriations from the constitutional budget reserve fund in Section 26 were not adopted, and the new title follows: CS FOR HOUSE BILL NO. 81(FIN) am(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making supplemental appropriations; making reappropriations; and providing for an effective date." CSHB 81(FIN) am(brf sup maj fld) was referred to the Chief Clerk for engrossment. HB 83 The following, which was advanced to third reading from the March 12, 2009, calendar (page 444), was read the third time: CS FOR HOUSE BILL NO. 83(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date."
