Senators Guess, Huggins were excused from a call of the Senate. The prayer was offered by the Chaplain, Amanda Green. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer these words: All too often, people give credit to good and evil as though they are only exterior forces. However you choose to conduct yourself spiritually, do not overlook the divine and sinful qualities that we all possess. People themselves are capable of immoral deeds as well as what some would consider to be miracles. However you choose to associate with these positive and negative forces, do not overlook our interaction and participation in these events. May we all be conscious and cautious of how we conduct ourselves so as to best affect our surroundings and communities here in Alaska. Thank You. Messages from the Governor SB 317 Message was read stating the Governor signed the following bill on June 1 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE BILL NO. 317 "An Act relating to the purchase by the Alaska Housing Finance Corporation of a parking garage in Anchorage, Alaska and approving the issuance of bonds for the purchase of that parking garage; providing notice of, and authorizing the commissioner of the Department of Administration to enter into, a lease-purchase agreement with the Alaska Housing Finance Corporation for that parking garage; and providing for an effective date." Chapter 49, SLA 2006 Effective Date: 8/30/06 SB 271 Message was read stating the Governor signed the following bill on June 1 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE BILL NO. 271 "An Act authorizing the commissioner of transportation and public facilities to participate in certain federal highway programs and relating to that authorization; relating to powers of the attorney general to waive immunity from suit in federal court related to those programs; and providing for an effective date." The question being: "Shall CS FOR SENATE BILL NO. 2002(JUD) "An Act conferring original jurisdiction on the Alaska Supreme Court for the purpose of providing judicial review of a contract executed under the Alaska Stranded Gas Development Act, and setting the time in which a final agency decision of the commissioner of revenue made under that Act, the constitutionality of a law authorizing a contract enacted under that Act, or the enforceability of a contract executed under a law authorizing a contract enacted under that Act must be legally challenged and by whom; and providing for an effective date" pass the Senate?"
