Senator Guess was excused from a call of the Senate. Senator Kookesh was absent. The prayer was offered by the Chaplain, Senator Wagoner. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear God, Please grant us patience for another day. Grant us serenity and allow us to appreciate Your creation. Spread peace and happiness within our hearts and give us the wisdom to submit to Your plan. Bless our families and keep them safe. Please be with our troops wherever they are in this world today and thank You for being with us. Amen. Chapter 25, SLA 2006 Effective Date: 05/10/2006 HCR 41 Message dated May 8 was received, stating the Governor read the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: HOUSE CONCURRENT RESOLUTION NO. 41 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning Senate Bill No. 304, relating to airport parking shuttles and to airport charges, rentals, or fees. Legislative Resolve No. 35 SCR 26 Message dated May 8 was received, stating the Governor read the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CONCURRENT RESOLUTION NO. 26 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 408, relating to the standard of proof required to terminate parental rights in child-in-need-of-aid proceedings; relating to the 2006-05-10 Senate Journal Page 3385 definition of "child abuse or neglect"; relating to disclosure of confidential or privileged information about certain children by the Departments of Health and Social Services and Administration; relating to permanent fund dividends paid to foster children and adopted children; and amending Rule 18, Alaska Child in Need of Aid Rules of Procedure. The resolution was referred to the Secretary for enrollment. SCR 30 Message dated May 9 was received, stating the House passed and returned: SENATE CONCURRENT RESOLUTION NO. 30 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 258, relating to aggravating factors at sentencing for sexual assault and sexual abuse. The resolution was referred to the Secretary for enrollment. SCR 32 Message dated May 9 was received, stating the House passed and returned: 2006-05-10 Senate Journal Page 3386 SENATE CONCURRENT RESOLUTION NO. 32 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Joint Resolution No. 9, urging the United States Congress to honor the process and judgment of the federal courts in the case of the Exxon Valdez disaster and to refrain from enacting legislation that would affect the outcome of the courts' resolution of the case. The resolution was referred to the Secretary for enrollment. SCR 34 Message dated May 9 was received, stating the House passed and returned: SENATE CONCURRENT RESOLUTION NO. 34 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 334, relating to an exemption from and deferral of municipal property taxes for certain types of deteriorated property. The resolution was referred to the Secretary for enrollment. SB 249 Message dated May 9 was received, stating the House passed and returned: CS FOR SENATE BILL NO. 249(JUD) "An Act relating to criminal justice information." The bill was referred to the Secretary for enrollment. SB 206 Message dated May 9 was read, stating the House passed and returned for consideration CS FOR SENATE BILL NO. 206(FIN) "An Act relating to contempt of court and to temporary detention and identification of persons" with the following amendment: 2006-05-10 Senate Journal Page 3387 HOUSE CS FOR CS FOR SENATE BILL NO. 206(FIN) Recess Senator Gary Stevens moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 11:07 a.m. Joint Session in the House Speaker Harris called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Stevens, who called the Joint Session to order at 11:16 a.m. The purpose of the Joint Session was to hear an address by the Honorable Frank H. Murkowski, Governor. Senator Gary Stevens moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Coghill moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Stevens appointed Representative Meyer and Senator Gary Stevens to escort the Governor to the Joint Session. The Senate Sergeant at Arms, Gary Stambaugh, announced the Governor's entrance into the House Chamber. The Honorable Frank H. Murkowski was escorted to the rostrum. Governor Murkowski delivered his address and it is published in Senate and House Joint Journal Supplement No. 16. 2006-05-10 Senate Journal Page 3388 Governor Murkowski received a standing ovation and was escorted from the Chamber by Senator Gary Stevens and Representative Meyer. Senator Gary Stevens moved and asked unanimous consent that the joint session stand in adjournment. Without objection, President Stevens adjourned the joint session at 11:46 a.m. After Recess In the Senate The Senate reconvened at 11:50 a.m. Announcements Announcements are at the end of the journal.
