Full Journal pdf2005-05-11 Senate Journal Page 1605 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-FOURTH LEGISLATURE FIRST SPECIAL SESSION Juneau, Alaska Wednesday May 11, 2005 First Day Pursuant to the May 9 Proclamation of the Governor calling for the convening of the First Special Session of the Twenty-Fourth Alaska Legislature (page 1493), and the May 11 Proclamation supplementing the call to Special Session (page 1606), the Senate was called to order by President Stevens at 4:12 p.m. The roll showed eighteen members present. Senator Bunde was excused from a call of the Senate. Senator Green was absent. Senator Gary Stevens moved and asked unanimous consent that Senator Green be excused from a call of the Senate today. Without objection, Senator Green was excused. The prayer was offered by the Chaplain, Senator Olson. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Father in heaven, as we gather together, we think of our families. We think of the friends and the people we're responsible for. Lord, as we look at the issues we're dealing with, may our minds be built and set toward wisdom and good judgment. Lord, may our consciences be clear when things are over. We pray for those people that are suffering now. We pray for Senator Seekins' grandson. We pray for Senator Bunde's wife. Watch over them and have a special effect on them, Lord. Certification Senator Gary Stevens moved and asked unanimous consent that the journal for the one hundred twentieth legislative day of the First Session of the Twenty-Fourth Legislature be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the Governor Executive Supplemental Proclamation Under the authority of art. II, sec. 9, and art. III, sec. 17, of the Alaska Constitution, and in the public interest, I am amending my May 9, 2005 proclamation calling the Twenty-Fourth Legislature of the State of Alaska into its first special session in Juneau, Alaska, on May 11, 2005, as follows: I am supplementing the call with the addition of subjects germane to the titles of the following bills under consideration by the Senate and House of Representatives during the first regular session: 1. House Bill 130 - University land grant; 2. House Bill 147/Senate Bill 108 - insurance regulation; 3. Senate Bill 73 - state virology laboratory; and 4. Murkowski, Governor 2005-05-11 Senate Journal Page 1607 Messages from the House Recede Messages HB 130 Message dated May 11 was read, stating the House failed to concur in the Senate amendment to CS FOR HOUSE BILL NO. 130(FIN) am and respectfully requests the Senate to recede from its amendment, namely: SENATE CS FOR CS FOR HOUSE BILL NO. 130(FIN) "An Act relating to the grant of certain state land to the University of Alaska; relating to the duties of the Board of Regents; establishing the university research forest; and providing for an effective date." In the event the Senate fails to recede, the Speaker has appointed the following members to a Conference Committee to meet with a like committee from the Senate to consider the bills: Representative Ramras, Chair Representative Weyhrauch Representative Salmon Senator Gary Stevens moved that the Senate recede from its amendment and recommended the body vote no. Senator Kookesh moved and asked unanimous consent to be excused from a call of the Senate from 7:00 p.m., May 11 to 9:30 a.m., May 13. Without objection, Senator Kookesh was excused. Senator French moved and asked unanimous consent to be excused from a call of the Senate from evening plane time, May 12 to evening plane time, May 14. Without objection, Senator French was excused. Adjournment Senator Gary Stevens moved and asked unanimous consent that the Senate stand in adjournment until 11:00 a.m., May 12, 2005.
