Full Journal pdf2005-03-10 Senate Journal Page 0561 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-FOURTH LEGISLATURE FIRST SESSION Juneau, Alaska Thursday March 10, 2005 Sixtieth Day Pursuant to adjournment the Senate was called to order by President Stevens at 10:10 a.m. The roll showed thirteen members present. Senators Dyson, Green, Hoffman, Kookesh, Therriault, Wagoner were excused from a call of the Senate. Senator Davis was absent. Senator Gary Stevens moved and asked unanimous consent that Senator Davis be excused from a call of the Senate today due to illness. Without objection, Senator Davis was excused. The prayer was offered by the Chaplain, Commissioner Philip Swyers, Territorial Commander of The Salvation Army West. Senator Olson moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. We thank You Lord for the privilege to serve our fellow men in the great state of Alaska through the rule of law. You have blessed our people through the years with good fortune in abundant measure. We thank You again today. We also pray for the members of the senate who gather today with the desire to only make this a better state. We all dream of a better society with every man and woman who serves this senate doing their part to make it a reality. Certification Senator Gary Stevens moved and asked unanimous consent that the journal for the fifty-ninth legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the Governor SB 62 Message dated and received March 9 was read, stating the Governor signed the following bill and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE BILL NO. 62 "An Act making a supplemental appropriation for increased operating costs of the division of elections; and providing for an effective date." Chapter 1, SLA 2005 Effective Date: 03/10/05 Message dated March 8 and received March 9 was read, stating in accordance with AS 44.64.010(4)(c), the chief administrative law judge is appointed to a five-year term of office by the governor and is subject to confirmation by the legislature. SB 121 Message dated March 9 was received, stating the governor's transmittal letters for SENATE BILL NO. 121 "An Act establishing the State of Alaska Capital Corporation; authorizing the issuance of bonds by the State of Alaska Capital Corporation to finance capital improvements in the state; and providing for an effective date" and SENATE BILL NO. 122 "An Act establishing the Alaska capital income account within the Alaska permanent fund; relating to deposits into the account; relating to certain transfers regarding the Amerada Hess settlement to offset the effects of inflation on the Alaska permanent fund; and providing for an effective date" were inadvertently interchanged. The transmittal letter accompanying SENATE BILL NO. 121 (p. 415) actually pertains to SENATE BILL NO. 122 and the transmittal letter accompanying SENATE BILL NO. 122 (p. 416) actually pertains to SENATE BILL NO. 121.
