The House was called to order by Speaker Harris at 3:26 p.m.                                        
Pursuant to Mason's Manual, Section 269(2), the House was in the                                    
second legislative day of the Fourth Special Session of the Twenty-                                 
Fourth Legislature.                                                                                 
                                                                                                    
Roll call showed 33 members present.  Representative Gruenberg was                                  
absent.                                                                                             
                                                                                                    
Representative Coghill moved and asked unanimous consent that                                       
Representatives Cissna, Croft, Elkins, Joule, Moses, and Neuman be                                  
excused from a call of the House today.  There being no objection, it

The invocation was offered by the Chaplain, Representative Coghill.                                 
Representative Dahlstrom moved and asked unanimous consent that

11:00 a.m., to consider the subject of employment-related benefits for                              
same-sex domestic partners of state employees and retirees under the
