Representative Berkowitz was absent and his presence was noted later. Representatives Croft and Weyhrauch were absent. Representative Coghill moved and asked unanimous consent that Representatives Anderson, Dahlstrom, Guttenberg, Neuman, Salmon, and Thomas be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Pastor Dan Wanders of Aldersgate United Methodist Church. Representative McGuire moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With deepest respect for the religious beliefs of all Alaskans, we offer the following prayer: Creator God, Creator of this great land and all that is good, we pray that the gift of Your creativity can so infuse this body that problems can be experienced as opportunities, challenges as successes, differences among us as enrichments. MESSAGES FROM THE GOVERNOR The following letter dated July 25, 2006, was received: "Dear Speaker Harris: Under the provisions of article II, section 9, and article III, section 18 of the Alaska Constitution, and in the public interest, I am supplementing my proclamation of June 26, 2006, for the Twenty- Fourth Legislature of the State of Alaska to address two additional topics during the third special session. The first subject pertains to gang-related violence, contempt of court, temporary detention and identification of persons. The second subject relates to providing an appropriation to study the feasibility of a spur line from the gas pipeline in the state. Thank you for your cooperation in this effort. II, sec. 9, and art. III, sec. 17, of the Alaska Constitution, and in the public interest, I am supplementing my proclamation of June 26, 2006, calling the Twenty-Fourth Legislature of the State of Alaska into its third special session at Juneau, Alaska on July 12, 2006, with the addition of the following subjects: 1. Relating to gang-related violence and to contempt of court and to temporary detention and identification of persons; 2. Murkowski Governor" INTRODUCTION, FIRST READING, AND REFERENCE OF HOUSE BILLS HB 3004 SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 3004 by Representatives Gara, Berkowitz, Gardner, Kerttula, Gruenberg, Guttenberg, Croft, and Crawford, entitled: "An Act relating to oil and gas, and to the oil and gas properties production (severance) tax as it applies to oil; providing for an adjustment to increase the tax collected when oil prices exceed $20 per barrel and to reduce the tax collected when oil prices fall below $16 per barrel; providing for relief from the tax when the price per barrel is low or when the taxpayer demonstrates that a reduction in the tax is necessary to establish or reestablish production from an oil field or pool that would not otherwise be economically feasible; delaying until July 1, 2016, the deadline for certain exploration expenditures that form the basis for a credit 2006-07-25 House Journal Page 4254 against the tax on oil and gas produced from a lease or property in the state; amending the powers and duties of the Alaska Oil and Gas Conservation Commission; relating to the conservation surcharge and additional conservation surcharge on oil; and providing for an effective date." was read the first time and referred to the Finance Committee. **The presence of Representative Berkowitz was noted. HB 3005 HOUSE BILL NO. 3005 by the House State Affairs Committee, entitled: "An Act providing for an additional production tax on oil when the price index on oil is above a certain amount; and providing for an effective date." was read the first time and referred to the State Affairs and Finance Committees. HB 3006 HOUSE BILL NO. 3006 by the House Rules Committee by request of the Governor, entitled: "An Act making an appropriation to study the feasibility of a spur line from a gas pipeline in this state; and providing for an effective date." was read the first time and referred to the Finance Committee. The Governor's transmittal letter dated July 25, 2006, follows: "Dear Speaker Harris: Under the authority of article III, section 18, of the Alaska Constitution, I am transmitting a bill making an appropriation of $4,000,000 from the general fund to study the feasibility of a spur line from a gas pipeline in this state. 2006-07-25 House Journal Page 4255 Alaskans are saying that more readily available gas, at more reasonable prices, is essential for economic development in this state. This appropriation will facilitate research regarding a spur line from a gas pipeline, and will provide options for policy makers in this state to increase in-state delivery of gas.
