The House was called to order by Speaker Harris at 11:07 a.m.                                       
                                                                                                    
Roll call showed 37 members present.  Representatives Gatto and                                     
Samuels were absent and their presence was noted later.                                             
                                                                                                    
Representative Coghill moved and asked unanimous consent that                                       
Representative Moses be excused from a call of the House from today                                 
to 9:30 p.m., plane time, January 12, 2006.  There being no objection,                              
it was so ordered.                                                                                  
                                                                                                    
                                                                                                    
The invocation was offered by the Chaplain, the Reverend Paul Beran.                                
Representative Meyer moved and asked unanimous consent that the                                     
invocation be spread on the journal.  There being no objection, it was

   In deepest respect for the religious beliefs of each person here, I                             
    invite you into a time of prayer and reflection.  Let us pray.                                  
                                                                                                    
    Gracious God, at the dawning of this new legislative year we                                    
    thank You for the honor and the responsibility of serving                                       
    entrusted to us by the people of Alaska.  We thank You for                                      
    each person here.  With our individual uniqueness, weld us                                      
    into a unity of purpose enabling us as a House to be                                            
    responsible caretakers of the many resources entrusted to this                                  
    state, both human and natural.  We ask mightily of You:  Give                                   
    us that rock-solid integrity that strives for the good of all, lest                             
    we become simply self-serving actors; sharpen our sight to                                      
    see those struggling to put food on their families' table;

    sensitize our hearing to the voiceless and poor who have no                                     
    one to represent them; and lift us above next election concerns                                 
    and short-sighted partisanship to be truly statesmen and

fourth Alaska State Legislature on Tuesday, January 10, 2006, at 7:00                               
p.m. for presentation of the State of the State Address and on                                      
Thursday, January 12, 2006, at 7:00 p.m. for presentation of the State                              
of the Budget Address.                                                                              
                                                                                                    
Declarations of Disaster Emergencies dated October 3, 2005, October                                 
24, 2005, and December 23, 2005, with accompanying letters and
