The prayer was offered by the Chaplain, Reverend C. Ronald Covey of the Douglas Community United Methodist Church. Senator Ogan moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Mr. President, Honorable Senators, members of the staff, distinguished guests and visitors, with deepest respect for the religious beliefs of all Alaskans, we offer this prayer: Lord, we recognize that today is Ash Wednesday. Millions of people mark this as the beginning of a time of self-denial, of self-examination, of soul- searching. It is a time to seek discernment and wisdom. In the hours and sessions ahead, these men and women will be doing a lot of soul-searching, a lot of questioning, as they seek for solutions to many difficult problems. Be with them, Lord, and strengthen them. They will be criticized for what they do and what they don't do, and especially for not performing the impossible. Be with them, Lord, and grant them patience and encouragement. In the midst of all the debate and decision, help them discern the nugget of wisdom heralded by prophetic voices of 2003-03-05 Senate Journal Page 0352 old: that You, Lord, do not demand perfection, but You do require justice and compassion. May these virtues be made evident in all that they do. Amen. Senator Bunde led the Senate in the Pledge of Allegiance. Without objection, the Senate recessed at 10:58 a.m. 2003-03-05 Senate Journal Page 0358 After Recess Joint Session in the House Speaker Kott called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Therriault, who called the Joint Session to order at 11:07 a.m. The purpose of the Joint Session was to hear an address by the Honorable Dana Fabe, Chief Justice of the Alaska Supreme Court. Senator Ben Stevens moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Coghill moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Therriault appointed Representative Joule and Senator Wagoner to escort Chief Justice Fabe to the Joint Session. The Senate Sergeant at Arms, Jamiann Stevens, announced Chief Justice Dana Fabe's entrance to the House Chamber. The Honorable Dana Fabe was escorted to the rostrum and introduced by President Therriault. Chief Justice Fabe delivered her address. This address appears in House and Senate Joint Journal Supplement No. 4. Chief Justice Fabe received a standing ovation and was escorted from the chamber by Senator Wagoner and Representative Joule. There being no further objections, CS FOR SENATE CONCURRENT RESOLUTION NO. 1(FIN) Relating to economic development generated by new road construction and to the design and construction of the Hot Springs Loop Road to connect Chena Hot Springs and Circle Hot Springs, of a highway along the Bradfield/Iskut Rivers transportation corridor, of the Knik Arm Crossing, of a road from Iliamna Bay to Pile Bay, and of other roads and highways, was adopted, read the second time and was before the Senate on final passage.
