Pursuant to adjournment the House was called to order by Speaker                                    
Kott at 11:27 a.m.                                                                                  
                                                                                                    
Roll call showed 30 members present.  Representative Croft had been                                 
previously excused (page 1721) from a call of the House.                                            
Representatives Berkowitz, Guttenberg, Harris, Kerttula, Kohring,                                   
McGuire, and Williams were absent and their presence was noted                                      
later.  Representative Kapsner was absent and later excused.                                        
                                                                                                    
Representative Coghill moved and asked unanimous consent that                                       
Representative Joule be excused from a call of the House until                                      
adjournment of the first session.  There being no objection, it was so                              
ordered.                                                                                            
                                                                                                    
The invocation was offered by the Chaplain, Representative                                          
Gruenberg.  Representative Meyer moved and asked unanimous                                          
consent that the invocation be spread on the journal.  There being no                               
objection, it was so ordered.                                                                       
                                                                                                    
    Ever since I was first elected, I've wanted to lead the                                         
    invocation but have never had the opportunity until now.  So I                                  
    thank the Speaker and the Clerk's office for letting me do so                                   
    today.                                                                                          
                                                                                                    
    As we deal with what is probably the most difficult fiscal                                      
    crisis since statehood and other issues that cause us to worry                                  
    and disagree among ourselves, I ask the members just to look                                    
    outside.  If the Page would open the door, we can see a sky                                     
    with nary a cloud on a truly marvelous Juneau, Alaska day.

     Let's put things in perspective and see what's right with the                                 
      world, and that the world really is continuing to spin "on                                   
    greased grooves."                                                                               
                                                                                                    
    Lord, let us give thanks to You for this marvelous day and for                                  
    the gifts of humor and love, as well as the creative urge that                                  
    allows each of us to give added value to the world in which                                     
    we live.                                                                                        
                                                                                                    
   I'd like to close with the words from a little song that won the                                
    Oscar in 1947.  It's a song filled with the love of life:

    once a year, the department shall review the recipient's financial

         (c)  A period of ineligibility to receive bonuses under this                               
    section does not permanently disqualify the individual from                                     
    receiving bonuses.                                                                              
   * Sec. 2.  The uncodified law of the State of Alaska is amended by                             
adding a new section to read:                                                                       
 APPLICABILITY.  This Act applies to the eligibility                                                
determinations for longevity bonuses paid on or after July 1, 2003.                                 
   * Sec. 3.  The uncodified law of the State of Alaska is amended by                             
adding a new section to read:                                                                       
 TRANSITION: REGULATIONS.  Notwithstanding sec. 5 of this                                           
Act, the commissioner of administration may proceed to adopt                                        
regulations necessary to implement the provisions of this Act.  The                                 
regulations take effect under AS 47.45.100, but not before the                                      
effective date of secs. 1 and 2 of this Act.  The regulations may be                                
retroactive to the effective date of secs. 1 and 2 of this Act.
