Full Journal pdf2003-01-21 House Journal Page 0001 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTY-THIRD LEGISLATURE -- FIRST SESSION Juneau, Alaska Tuesday January 21, 2003 First Day Pursuant to the provisions of the Constitution of the State of Alaska, the Uniform Rules of the Alaska State Legislature, and AS 24.05.160, the House of Representatives of the State of Alaska assembled in the House Chamber for the first regular session of the Twenty-third Alaska State Legislature, January 21, 2003, at 10:11 a.m., and was called to order by the Honorable Loren Leman, Lieutenant Governor. An Honor Guard from The Tongass Alaska Girl Scouts Council, composed of Kayla Bishop, Karla Boyd, Amanda Empson, Amanda Hoffman, Heather Hoffman, Dana Honse, Bobbie Jo Koerperich, Jackie Koerperich, Ariel Lyon, Rebekah Peterson, Monica Rivera, Adrienne Sypeck, Amanda Turley, Emilie Valentine, and Sommer Ward, presented the Colors and led the Pledge of Allegiance. Kristin Hamerski, 2001 Miss Junior Teen Alaska, sang the National Anthem. The Alaska Youth Choir sang "Alaska's Flag" under the direction of Missouri Smyth. The invocation was offered by the Chaplain, Pastor Tim Frega of Auke Bay Bible Church. Representative Coghill moved and asked unanimous consent that the invocation be spread on the journal. Representative Berkowitz moved and asked unanimous consent that Representative Coghill be Speaker pro tempore. There being no objection, it was so ordered. Lieutenant Governor Leman appointed Representatives Rokeberg and Berkowitz to escort Representative Coghill, Speaker pro tempore, to the rostrum. Speaker pro tempore Coghill appointed Representatives Rokeberg and Berkowitz to escort the Lieutenant Governor from the House Chamber. Speaker pro tempore Coghill stated that, pursuant to AS 24.05.120, the Uniform Rules in effect during the previous legislature serve as the rules of the Twenty-third Alaska State Legislature until adoption of permanent rules. SPEAKER Speaker pro tempore Coghill stated that nominations for Speaker of the House were now in order. Representative Williams nominated Representative Kott as Speaker of the House and moved and asked unanimous consent that nominations be closed. There being no objection, it was so ordered. House District 18 seat is vacant. The question being: "Shall Representative Kott be elected Speaker of the House?" Representative Coghill appointed Representatives Foster and Moses to escort the Speaker to the rostrum. The Speaker received a standing ovation and delivered brief opening remarks regarding the Twenty-third Alaska State Legislature. * * * * * Representative Coghill moved and asked unanimous consent that Representative Wilson be excused from a call of the House today. III, sec. 23, of the Alaska Constitution, I am transmitting an Executive Order transferring the functions of the Office of Equal Employment Opportunity from the Office of the Governor to the Division of Personnel in the Department of Administration. The Office of Equal Employment Opportunity in the Office of the Governor currently administers the equal employment opportunity program for the executive branch of state government. This important responsibility needs to be closely coordinated with the personnel functions of the Division of Personnel in the Department of Administration. It is efficient administration to reassign the functions of the equal employment opportunity program to the Division of Personnel in the Department of Administration to facilitate that coordination. The director of personnel would administer these newly assigned functions. III, sec. 23, of the Alaska Constitution, I am transmitting an Executive Order transferring the Alaska Seismic Hazards Safety Commission (commission) from the Office of the Governor to the Department of Natural Resources.
