The roll of the House was taken and showed thirty nine members present. Representative Ogan was excused. The Secretary of the Senate read the following proclamation: Under the authority of art. Senator Cowdery led the Senate in the Pledge of Allegiance. Messages from the Governor Message dated May 14 was read, stating: To the Alaska State Senate: The legislative majority's unprecedented action Monday night did a great disservice to Alaskans willing to volunteer for public service by refusing to vote on the confirmation of citizens for important state boards. Alaska has 128 boards and commissions. Fulfilling their important functions requires the largely volunteer service of approximately 1,000 Alaskans who temporarily put their families, jobs, and lives aside for public service. The Legislature's politically motivated refusal to fulfill its most basic function -- voting -- sends a terrible message to the 13 Alaskans directly affected and to every Alaskan who may consider public service. It is hard enough to attract volunteers to often thankless work, but the legislative majority's rude treatment of its fellow Alaskans will make that task even more difficult. 2002-05-14 Senate Journal Page 3525 If left to stand, the legislative majority's action will cripple vital state boards. Rejecting the appointments of five members of the seven- member state Board of Game will shut down the board, which, without a quorum, will be unable to fulfill its most important function -- considering public opinion as it makes important decisions about management of Alaska wildlife. Upcoming issues include trapping and deer and elk management. The Board of Fisheries, meanwhile, will lose three members by your refusal to vote, again hindering its core function of hearing from the public on fisheries management. Its upcoming schedule includes consideration of Copper River salmon, one of the most popular fisheries in the world. In both cases -- the fish and game boards -- Alaska's successful management system is built on the concept of a citizen volunteer board and citizen participation in the regulatory process. Your action puts that system in jeopardy. As for education, the next meeting of the State Board of Education and Early Development is scheduled next month as a joint session with the University of Alaska Board of Regents to improve the training of Alaska's teachers. Meanwhile, the education board's School Designator Committee, tasked with the critical job of measuring school performance and identifying the progress of each school, will have only a single member. As you know, its decisions will generate significant public attention and change the way all Alaskans think about their local schools. Surely you don't intend to hinder the work of this committee. Your action also slows the work of the Board of Regents and casts a confusing cloud over the accomplishments of Alaska students and families. Regents appointee Marlene Johnson, for instance, is scheduled to attend a commencement ceremony in Kotzebue on Wednesday. Your refusal to confirm this distinguished Alaskan sends an unclear message to Alaskans awaiting her presence at commencement. The student regent, Joseph Hardenbrook, is familiar to many of us in the Capitol and is a fine young leader. Your action is a slap in the face to his family, which was in Fairbanks for his graduation and watching your confirmation session Monday night. In 2002-05-14 Senate Journal Page 3526 addition, if your action doesn't change, there will be no student representation on the Board of Regents for a year because the student government nominating process takes that much time. I urge you in the strongest possible terms to reconsider your refusal to vote on these confirmations. If there are reasons some legislators don't support these nominees, let them vote publicly and explain their actions. By not voting, you cripple the public policy work of important state boards and, worse, unfairly diminish the value of volunteerism and public service.
