Pursuant to adjournment the Senate was called to order by President                                 
Halford at 11:09 a.m.                                                                               
                                                                                                    
The roll showed fifteen members present. Senators Cowdery, Kelly,                                   
Olson, Taylor, Wilken were excused from a call of the Senate.                                       
                                                                                                    
The prayer was offered by the Chaplain, Reverend C. Ronald Covey                                    
of the Douglas Community United Methodist Church. Senator                                           
Hoffman moved and asked unanimous consent that the prayer be
