Representatives James, Moses, and Williams had been previously excused from a call of the House today. Representative Ogan was excused from a call of the House today because of illness. Representatives Croft and Joule were absent. The invocation was offered by Representative Green, Chaplain Designee. Representative Hudson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Almighty Creator and loving God, We stand before You with feelings of happiness and sorrow, expectation and remorse, pride and regret, anger and love, and a hundred other individual emotions. We look back on the twenty-second session of the Alaska Legislature with thanks that You placed each of us here, and so long as we keep that thought in our minds - no, rather, in our hearts - that You did place us here. Oh, we individually may have worked hard to convince voters, hard to convince each other for or against legislation, but You placed us here with all of our individual warts and biases, ambitions and ideologies; each knowing we had the right answer for every question, and finally being humbled into the realization that 2002-05-21 House Journal Page 3934 without honest compromise, understanding, forgiveness, and guidance from You, we are nothing but space fillers - noisy or quiet, gifted or average, whatever we appear to each other or the public - You know us better than we know ourselves. Lord, we ask forgiveness for our errors against each other and more importantly against You. We pray, dear Heavenly Father, please guide each of us individually and as a body that we would act in a manner that is pleasing in Your sight now, and the remainder of this session. Amen. The Pledge of Allegiance was led by Representative Berkowitz. CERTIFICATION OF THE JOURNAL Representative Foster, Acting Majority Leader, moved and asked unanimous consent that the journal for the first, second, and third legislative days of the Second Special Session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. MESSAGES FROM THE GOVERNOR The following Governor's proclamation, dated May 20, 2002, was received: "Under the authority of art. II, sec. 9, and art. III, sec. 17, of the Alaska Constitution, and in the public interest, I withdraw my calls to second and third special session dated May 14 and 19, 2002, and substitute in their place a call of the Twenty-Second Legislature of the State of Alaska into its third special session at Juneau, Alaska, in the legislative chambers at 10:00 a.m. on the day following the date of adjournment of the second special session, to consider the following subject: a law extending the termination date of the Regulatory Commission of Alaska to June 30, 2006, setting timelines for 2002-05-21 House Journal Page 3935 issuance of final orders by the commission, and amending the authority of the commission to enter compromise settlement orders.
