Senators Adams, Hoffman, Tim Kelly, Mackie, Parnell, Wilken were excused from a call of the Senate. Senators Miller, Taylor were absent. The prayer was offered by the Chaplain, Pastor Paul Beran, of the Resurrection Lutheran Church. Senator Pete Kelly moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Gracious God, Our Heavenly Father; before You the nations rise and fall, but You are from everlasting to everlasting. You entrust to us the breath of life for a measured span of time. Grant us wisdom in its use. We thank You that we are part of this great country and chosen to be leaders in this unique state. Today enable us to lift up our eyes, to enlarge our vision and to boldly dream that the people of this state and nation might be led in the way of righteousness, justice and peace. Senator Halford moved and asked unanimous consent that SENATE JOINT RESOLUTION NO. 34 be held on the Secretarys desk to allow for cosponsorship. Without objection, it was so ordered. Introduction and Reference of Senate Bills SB 229 SENATE BILL NO. 229 BY SENATOR PEARCE, entitled: An Act relating to the employment of hearing examiners and mediators by the Regulatory Commission of Alaska; repealing a requirement that the principal office of the Alaska Oil and Gas Conservation Commission move to the same location as the principal office of the Regulatory Commission of Alaska; relating to the sharing of record-keeping facilities and clerical staff by the two commissions; and providing for an effective date. 2000-01-28 Senate Journal Page 2110 SB 229 was read the first time and referred to the Finance Committee. Unfinished Business Senator Lincoln moved and asked unanimous consent that she be excused from a call of the Senate on February 15. Without objection, Senator Lincoln was excused. Recess Senator Mackie moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:57 a.m. After Recess Joint Session in the House Speaker Porter called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Pearce, who called the Joint Session to order at 11:02 a.m. The purpose of the Joint Session was to hear an address by the Honorable Frank Murkowski, United States Senator. Representative Green moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. Senator Mackie moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. President Pearce introduced Senator Murkowskis wife, Nancy Murkowski. 2000-01-28 Senate Journal Page 2111 President Pearce introduced the following members of Senator Frank Murkowskis staff: David Garman, Chief of Staff; Chuck Kleeschulte, Press Secretary; Charles Freeman, International Affairs Staff; Brian Malnak, Professional Staff to the Senate Energy Committee and Lucy Hudson, Juneau staff. President Pearce appointed Representative Murkowski and Senator Phillips to escort the Honorable Frank Murkowski to the Joint Session. The House Sergeant at Arms, Sean Riley, announced Senator Murkowskis entrance to the House Chamber. The Honorable Frank Murkowski was escorted to the rostrum and introduced by President Pearce. United States Senator Murkowski delivered his address. This address appears in Senate and House Joint Journal Supplement No.11. Following his address, there was a question and answer period. Senator Murkowski received a standing ovation and was escorted from the chamber by Senator Phillips and Representative Murkowski. Senator Mackie moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Pearce adjourned the Joint Session at 12:17 p.m. After Recess In the Senate The Senate reconvened at 12:22 p.m. Unfinished Business Continued Senator Halford moved and asked unanimous consent that he be excused from a call of the Senate on January 31.
