The prayer was offered by the Chaplain, The Reverend Dr. Robert D. Nicholson, of Chapel by the Lake. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Creator of mountains and glaciers and streams, Life and Law Giver and Dreamer of dreams. We pause in thanksgiving, amazed at Your grace. Equip us with wisdom for work in this place. The Juneau Flag Corps of the Tongass Alaska Girl Scouts Council presented the colors. Participating Girl Scouts were Lauren Hale, Viki Hale, Emily Stumme and Alex Reishus. They were accompanied by Mr. Steve Hale. 1927 2000-01-10 Senate Journal Page 1928 The Tongass Alaska Girl Scouts led the Senate in the Pledge of Allegiance. President Pearce appointed Senator Miller and Senator Adams to notify the Governor that the Senate was ready to do business. President Pearce appointed Senator Phillips and Senator Hoffman to notify the House that the Senate was ready to do business. Certification Senator Mackie moved and asked unanimous consent that the journals for the eighth and ninth legislative days of the Second Special Session and the Final Supplement of the First Session, First Special Session and Second Special Session be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the Governor Letter dated January 7 was read, stating: Under the provisions of Article III, Section 18 of the Alaska Constitution, I am requesting the opportunity to address a Joint Session of the Twenty-first Alaska State Legislature on Wednesday, January 12, 2000, at 7:00 p.m. for presentation of a combined State of the State and State of the Budget Address. Thank you for your cooperation in this effort. I look forward to a successful session. Messages from the House Message dated January 10 was read, stating: 2000-01-10 Senate Journal Page 1929 The House of Representatives respectfully invites the Senate to a Joint Session of the Legislature at 7:00 p.m. on Wednesday, January 12, 2000. The purpose of the Joint Session is to hear the governors presentation of a combined State of the State and State of the Budget Address. Senator Mackie moved and asked unanimous consent that the Senate accept the House invitation to meet in Joint Session. Without objection, it was so ordered. The Secretary was requested to notify the House. HB 161 Message dated May 19, 1999, was received, stating the House has failed to concur in the Senate amendment to CS FOR HOUSE BILL NO. 161(FIN)(efd fld), thus failing: SENATE CS FOR CS FOR HOUSE BILL NO. 161(FIN) An Act relating to reduction in payments to individuals under certain benefit programs. Communications Letter dated November 16, 1999, from Chief Justice Warren W. Matthews was read, stating he has reappointed Shirley McCoy to serve as a Public Member on the Select Committee on Legislative Ethics, commencing January 1, 2000. Senator Mackie moved that Shirley McCoy be confirmed as a Public Member to the Select Committee on Legislative Ethics. The question being: Shall Shirley McCoy be confirmed as a Public Member to the Select Committee on Legislative Ethics? Indeterminate fiscal notes published today from Department of Public Safety, Department of Transportation and Public Facilities. 2000-01-10 Senate Journal Page 1933 EO 101 Governors transmittal letter dated January 7: Dear President Pearce: I am transmitting an Executive Order to transfer the Alaska Highway Safety Planning Agency from the Department of Public Safety to the Department of Transportation and Public Facilities. This transfer will make the agency more effective by placing it in the department that is ultimately responsible for providing and maintaining safe, well-designed highways and roads. The Department of Transportation and Public Facilities (DOT&PF) already administers many Federal Highway Administration grant programs and may be able to combine staff resources to more efficiently administer the highway safety grant program. The Highway Safety Planning Agency would become part of the Statewide Planning Division of DOT&PF. Agency duties and responsibilities are well aligned with the Statewide Planning Division, including planning, data collection and program effectiveness analysis. Statewide Planning also programs and administers over $300 million in federal transportation funding each year. The program transfer would include funding, personnel and all relevant functions of the agency to DOT&PF. In an effort to enhance our ability to make Alaska's highways safe, I urge your support of this Executive Order. Dedication of Senator Groh Gallery In honor of the dedication, as authorized by SENATE RESOLUTION NO. 2 Dedicating the Terry Miller Gallery of the Chamber of the Alaska Senate to Cliff Groh, Senator Tim Kelly requested the Secretary read the In Memoriam Citation adopted by the Legislature in 1998 and the text of the bronze plaque which appears on the door to the Senator Groh Gallery.
